Committee on Economy and Investment discuss amendments to the investment law

April 15, 2015

The economic and investment commission held a meeting headed by MP Jawad al- Chairman of the Committee on Wednesday, 15/04/2015 to study the proposed amendments to the Investment Law No. (13) for the year 2006 and filed within the recommendations of the First International Investment Conference held in Baghdad for the period from 45/2/2015.

Mr. President of the Council and pointed to provide 30 deputies to the request for a pinch of increasing electricity prices, especially with the impact of the economic crisis faced by the country, announcing the approval of the Presidency on the inclusion request the discussion in a session on Saturday and extend an invitation to Mr. Qassim Fahdawi electricity minister to come to the discussion session, He explained that the Council will discuss the topic at a future meeting of the investigative committee for the fall of Salah al-Din and the fate of missing persons in the province, especially from the people of the city of Samarra, according to requests from a number of ladies and gentlemen of Representatives.
The Council voted on the first draft amendment to the Law reward trainees in vocational training centers affiliated to the Ministry of Labor and Social Affairs, submitted by the committees of labor and social affairs and finance and who came to the weakness of the demand for training courses due to lack of reward given to the trainee and authorize the Council of Ministers the power to modify the law.
On the other hand, the economic and investment commission presented a report on its work during the last period in which pointed to its role in the follow-up to the Ministries of Industry and Minerals, Trade and planning as well as the follow-up work of the Central Bank of Iraq
The report explained that the Committee held 27 regular meeting with the host of many officials in the ministries and agencies to follow up on the economic plans of the state and work to develop a comprehensive vision for the draft laws and the application of the budget pointing out that the Commission has adopted a new policy through the involvement of academic competencies and economists to discuss economic issues as well as focus on enhancing the role of the private sector and the privatization file.
The report indicated that the committee focused on the issue of ration card and the development of national industries and the follow-up to national and foreign investment matters and work to find alternative exits from dependence on oil only and interest in investing in the fields of communications, health, pointing to the Commission referred 13 bill read in the council was voting on the 5 of them belong to the side economic, trade and investment. For his part, President al-Jubouri, praised the report Committee on Economy and Investment , stressing the importance of moving legislation that contribute to the strengthening of the Iraqi economy, announcing the inclusion of a draft investment law for the second reading at a hearing next Monday.

Then the Council ended the first reading of the draft anti-terrorism and submitted by the Committees on Security and Defence and legal law for the purpose of effectively addressing the terrorist operations targeting the state and the citizens and their property and to take all appropriate measures to eliminate terrorism through the creation of a specialized body to do the job.

The Board completed the first reading of the draft seizure and confiscation of movable and immovable property belonging to the former regime and submitted by the committees of accountability and reconciliation, justice and legal law in order to determine the persons covered by the custody and confiscation of their movable and is under previous legislation and develop the appropriate mechanism to end the seizure and confiscation measures.
The Presidency has decided to postpone the first reading of the bill included the Judicial Institute to Judiciary Law and provided Legal Committee in order to link the Judicial Institute of the Federal Judiciary as the concerned party to prepare judges and public prosecutors appointed by the dismantling of duplication Developed and managed so as to enhance the independence of the judiciary to respect the rule of law.
