    The
    House voted on its nineteenth meeting, held under the chairmanship of
    House speaker Osama Al-nujaifi, [167] deputies today on the law
    ratifying the Convention Arabic information technology crimes and
    finished first and second readings of the five bills.

    The Council
    said in a statement today, the Agency has received all Iraq IGN on it

    He

    Shaheed Mohammad Baqir al-Sadr still advocates all unite to build Iraq
    and their own future and security, safety and happiness of all people
    without discrimination", "the draft law on the criminalization of the
    Baath party for a vote in the House to prevent killing the martyr
    al-Sadr return to power again."

    In the same regard, following the
    Committee of martyrs and victims and political prisoners issued a
    statement on the occasion of the martyrdom of thinker and religious
    leader Mohammed Baqir al-Sadr and his sister Mrs. Amna Bint Al-Huda, the
    statement noted that "the Islamic world has two great tyrant Saddam
    regime", calling "label of the year in the name of the martyr Sadr for
    his character and the role of the media to illustrate Imam Sadr in
    reform, proposed allocation [5] minutes of the newscast, Al-iraqiya, a
    reminder of the crimes of the former regime."

    And then the Board
    read surat al-fatiha tribute to spirit of the martyr Mohammed Baqir
    al-Sadr and his sister martyr Bint Al-Huda.

    On the other hand,
    the Tehran to receive an official letter from the Government on hosting
    the Prime Minister included the later date.

    In turn, purely net
    debt of the State Secretary for the Chamber of deputies that "the Prime
    Minister is ready to come to the House where it will set the time after
    completion of all papers and documents relating to his presence, noting
    that it will be soon."

    In reply to the intervention, the
    President of the Council stressed the importance of compliance with the
    provisions of the Constitution and the agreement with the House on a

    After the Council voted on draft law of ratification
    Arabic information technology crimes and of the committees on foreign
    relations, integrity, legal services, construction and finance, culture
    and information.

    The Board concluded the second reading of the
    proposed Act repeal of Revolutionary Command Council Decree [dissolved]
    No. [1559] 1978, [189] of 1978 and submitted by the Committee on health
    and the environment.

    And in the interventions of the House, the
    MP Yusuf Al-Taee that health professionals are the most prominent
    booster of business success and managing health institutions which
    requires finding an alternative to the repealed law with the importance
    of integrating all laws on this side. "

    For its part, the Deputy
    DG "the importance of including in article [2] of the draft law on
    restoration of the health professions Act and the Trade Union".

    MP
    Hassan Al-yasiri, called for "a new Bill is in line with the current
    situation in Iraq and the need to repeal the existing law".

    For
    his part, Minister of State for House of representatives purely net
    government debt to the law being proposed and did not inform the
    Government that the objectives of the law are incompatible with the
    provisions of the Constitution.

    In its reply to interventions,
    the Committee on committees to discuss the question of the abolition of
    the law and a certain formula, noting that "the way the Bill does not
    conflict with the legislation of the law for health professionals".

    The
    Council completed its discussion of the draft law of the Ministry of
    Foreign Affairs and of the Committee on foreign relations after the
    previous meeting, the second reading.

    And in interventions on the
    draft law, Bahaa Al-araji, Deputy stressed "the importance of the draft
    law of the Ministry of Foreign Affairs has an important role to being
    the sovereign ministries".

    MP Haider Al-Mulla demanded "that the
    law includes the identification of foreign policy so that the Ministry
    can implement to get rid of the blur.

    MP Abbas Al-Bayati called
    to merge the Under-Secretary for political planning and under-Secretary
    for bilateral relations as one. "

    For its part the Deputy DG
    stressed "the need to address several issues, including dual nationality
    for Iraqi ambassadors and marriage to a foreigner".

    The Deputy
    noted the itab League "the importance of mainstreaming the principle of
    balance and equal opportunities in the Foreign Service Institute and
    other State institutions".

    He was MP for the existence of a
    reservation by Shallah of the Inspector General in the organizational
    structure of the Ministry of Foreign Affairs that the Inspector General
    idea built on follow-up matters relating to the construction, while the
    Ministry's diplomatic work abroad.

    In its reply to interventions,
    the Committee on taking into account the proposals of the ladies and
    gentlemen deputies noted that the work of the Department work widely
    ramified and requires the presence of a large number of agents and
    services.

    For his part, Minister of State for Parliament Affairs
    that "the draft law is very important for the work of the Foreign
    Ministry, adding that the law regulates how the Ministry".

    The
    Presidency has postponed the second reading of the draft labour code and
    of labour and Social Affairs Committees and civil society institutions
    at the request of the committees concerned.

    The Council also
    completed a first reading of the draft law on ratification of the
    agreement on the establishment of a joint Commission for cooperation
    between the Government of the Republic of Iraq and the Government of the
    State of Kuwait and of the committees on foreign relations, the economy
    and investment, health, environment, culture and information with a
    view to strengthening friendship and cooperation with the State of
    Kuwait and the two sides are willing to resolve the outstanding issues
    by charters and relevant international resolutions in order to reach a
    comprehensive settlement of all personal belongings to a solid ground
    for the fraternal relations through the establishment of a joint
    Commission between the two countries.

    The Council completed its
    first reading of the draft law on ratification of the Convention on the
    promotion and protection of investment between the Government of the
    Republic of Iraq and the Government of Japan and of the committees of
    economy, investment and Foreign Affairs for the purpose of promoting
    economic cooperation and encouraging and protecting investments and
    creating favourable conditions for investment.

    The Presidency
    also postponed the first reading of the draft law Iraqi Academy of
    Sciences, universities and colleges and of civil higher education and
    legal committees.

    While the Board completed the first reading of
    the draft Act establishing civil and health institutions of the health
    and environment committees and legal in order to improve health services
    and benefit from the expertise of medical and health professionals and
    health institutions support and encourage investment in this area and
    creating a situation of competition in the provision of better services
    to citizens.

    Then decided to adjourn until Tuesday, 23/4/2013 end
