The second problem, it is the address before, any formation of a government with ministers technocrats and this title is not accurate nor systematic nor realistic because in the political process in Iraq for more than 60 years have not crystallized any incubator and emerging environment for statesmen are not influenced by politics and politicians do not fear politics and politicians, in the sense we have a problem in the presence of Iraqi technocrats and is definitely not Kaltknuaqrat in China or South Korea or France because the idea technocratic approach and there is a school and the style of management and work standards.
Clearly, we are in Iraq , we need to mind technocrats, professional, systematic and scientific and seeks to ingenious results in the levels of life of Iraqis and could therefore be a politician who belongs to a political party that behaves and manages his ministry technocratic way according to scientific standards because the concept of politics in developed countries democratically incomprehensible policy troubled nations democratically such as Iraq, politics there are plans and programs of action and transparency in the prevention of corruption, but to us, policy is an ideology and literature of the party and the interests of the political class, authority and Mhassat doubled from the horror of the problem of technocratic leadership.
precisely, we in Iraq do not trust the existence of technocrats and his influence does not convictions because all the current ministers are studied within the scientific competence and around them there are advisers scientists, but the problem is that the style and approach of running ministries not scientifically or methodologically and is influenced to alarge extent in politics and political positions and no political pressure and interference from politicians in the work of these ministries or institutions.
Thread in the government Iraq 's current or previous governments is that the minister does not respect the scientific method in his ministry administration and listens foradministrative efficiencies and hosted not granted the powers in the process making.
very realistically, all Iraqi ministries from the door of the first entry of any queries to all departments that work does not have the minimum technocratic self nor the idea technocratic nor scientific standard and transparency of decisions and research studies and smoother laws and steps and procedures so we are talking about a technocrat doesnot exist on the ground or that it exists, but shackled handcuffs politics and social relations and balances sectarian administrative and courtesies.

deep look, when we talk about the rule of technocrats in Iraq, that means we establish a system of valuable work in is characterized by the energy and creativity and the pursuit of the development of all kinds and on politics and politicians to be supportive or part of the value system
