    in terms of financial allocations, the government has allocated 46 million euros in 2011 to pay for theconsultancy contract for the project, and in 2012 the government allocated 470 billion dinars for the purchase of two excavators and create breaker (barrier) waves, and in 2014 allocated the Ministry of Finance theamount of 500 billion dinars advance to cover the costs of setting up 60% of the project of establishing aWestern breaker waves, and after that the government had difficulty in the allocation of more funds to complete the project, so the project has offered its entirety as an investment opportunity, but only a few companies have expressed interest.
