    The chairman of the advisers in the Federal Cabinet Thamer Ghadhban the reasons for the survival of Iraq in the back of international assessments, stressing that follow and weak central government performance the economic reform process and disrupts the building of the Iraqi state.

    He added that "the Iraqi Oil Ministry going to the same previous approach and very far from the reform which is intended transition to contribute to the economic success of the new Iraq."

    Anger revealed that "the government has failed to set Service Board, which regulates the work of government institutions and departments because of political differences," he said, adding that "34 thousand disabled project in Iraq since the 2003 annual financial cost the budget billions of dinars."

     And that "Iraq inherited the 27 thousand decision and the law and procedures of the former regime still in force."
