Orphans and orphans of Kirkuk .. Conditions that prevent their shelter in care homes

 Marwan al-Ani

The officials of the Kirkuk Welfare Department appealed to the Minister of Labor and Social Affairs to solve the problem of lack of competent cadres of institutions and care homes in Kirkuk, especially service cadres, and as they revealed instructions and decisions that hinder the reception of disabled and orphans, they demanded the expansion of care buildings in the province to suit the numbers threatened with neglect.
The elderly home in Kirkuk, which accommodates 50 elderly and elderly, suffers from the decline of residents because of poor services and small building, as well as the conditions imposed by the ministry to accommodate the disabled and disabled.
"The Nursing Home, which was opened in 2012 by the Ministry of Labor and Social Affairs, is overseen by the Department for the Care of People with Special Needs," said Hamid Mohammed Amin, director of the Department of Special Needs Care in Kirkuk.
Amin said that "the conditions for admission to the home are for elderly males aged 65 years or older, and for women, they are received from the age of 55 years and above, and there are conditions according to which the elderly are being received. First there must be a sponsor and provide official documents. Or its suburbs. "
"There is a difference between the nursing home and the care center for the elderly and the disabled. This is a private home for the care of the elderly. There are a large number of disabled people in the province of Kirkuk and because this house is reserved for the elderly, the two can not be accommodated and there are roles for the disabled in Baghdad, Arbil and other governorates, "The nursing home is for those who can walk and use their basic needs."
"The absorptive capacity of Darahi is fifty years old and of both sexes. Currently we have 16 elderly people, including 4 elderly women," he said.
The problems of social welfare are not limited to the elderly, but in the orphanage, children under the age of six are not accepted because of the laws imposed, which prompted the Directorate of Labor and Social Affairs to demand that the ministry remove the legal obstacles to receive children.
"We suffer from some things, the first is the lack of cadres, and the house of the elderly has a shelter that needs three meals," said Jumaa Mohammed, director of the Labor and Social Affairs Department in Kirkuk.
"There are people who need some care, not
all of them," he said.
"There are many elderly elderly people in the Kirkuk governorate who have no shelter, but few staff members are unable to accept them at home," he said. "The disabled are disabled, who can only move with special care and care. Some of them need to feed them three meals a day, At night, they need at least one or two assistants to be next to them. "
"In the orphanage, only those aged six years or older are accommodated. There are many orphans and children currently on the streets. They do not live in peace and safety, and we can not receive them, because the conditions and laws require us to receive children from six years or more."
"We appeal to the Minister of Labor and Social Affairs Mohammed Shiaa al-Sudani, who is interested in caring for the elderly and solve the problem of lack of cadres in the province of Kirkuk, especially service cadres, not certificate holders.
The Department of Labor and Social Affairs in Kirkuk, the existence of many of the buildings of the ministry has not been invested so far because of the excesses of them earlier, requiring the allocation of funds for the purpose of maintenance and restoration and use to expand the work of care and eliminate the phenomenon of homeless and homeless.
