    Speaker of the House of Representatives Dr. Salim al-Jubouri said on Saturday that next year will be a decisive year in the lives of Iraqis and the beginning of a new phase, entitled President Elections, that these elections will be different from previous ones and that a strong election commission will manage them.
    "Next year will bear a new imprint that will be practically practical after a practical phase," Jabouri said during a lecture at the Ishan Center for Research and Strategic Studies.
    He also expressed his belief in "increasing the understanding between the center and the region after the results of the elections and the formation of the next government."
    As for the form of future electoral alliances, Jubouri said: "I think it will move away from the internal sectarian dimension in favor of the trends of the regional polar conflict with a political flavor of interest and not sectarian sectarianism."
    "On the economic side, if the continued decline in oil prices is not remedied by an economic policy passing the crisis, we will enter a narrow tunnel of austerity and a large budget deficit."
    He also called for "taking into account the balance in foreign relations and not to be dragged behind regional polarization, or respond to the effects of the poles of conflict during the next phase," pointing out that that approach "will return to Iraq and the region good and keep everyone from staying in the cycle of conflict.
    The speaker of parliament, Salim al-Jubouri, said Saturday that Iraq is now at a crossroads to define the features of the next stage.
    "We are now at a crossroads that sets out the features of the next phase," Jubouri said during a speech at the opening of the youth movement in Baghdad. "The legislature has plans to employ young people."
    "The House of Representatives is exercising its proper role and there is no pressure to legislate the provincial elections law."
    Sadr's leader Moqtada al-Sadr said in a televised address on Friday to crowds of his supporters in protest against his orders against the provincial elections law in Baghdad that Prime Minister Haider al-Abadi was obliged to complete the reform process and remove the specter of terrorism from the country.
    The draft provincial elections law in Iraq has caused a split within parliament. At a time when MPs close to the government are in favor of the law, other parliamentarians reject it because it came in the size of certain political blocs.
