    The Basra provincial council on Tuesday called for the return of displaced people to the province to their liberated areas, noting that their presence had a negative impact on the economic situation in them.
    "The number of displaced in the province of Basra has increased significantly after the crisis in the province of Kirkuk and Mosul and other areas," Council member Mohammad al-Mansouri told the Journal News.
    "There is no justification for the survival of displaced people in areas far from their homes," he said, adding that "the presence of displaced people negatively affects the economy, services and security in Basra."
    "The local government in Basra is contributing significantly to their return to their liberated areas," Mansouri said.
    On Tuesday, the UN High Commissioner for Human Rights (OHCHR) refused to allow Basrah and Salahuddin provinces to return to their areas.

    The United Nations High Commissioner for Human Rights (UNHCR) on Tuesday refused to return to their homes in Basra and Salahuddin provinces.
    "We reject what the local authorities in the province of Basra and the province of Salah al-Din and the pressure exerted on them and forced the displaced families to return to the provinces from which they fled, despite the refusal of the displaced to return the house for the complete liberation of their areas," said a member of the Commission. "He said.
    "There are no guarantees of protection from violence and the unknown fate awaiting the displaced in their provinces," Jumaili said.
    "Since the return is voluntary and not compulsory, and since Iraq has signed all the conventions that include the Guiding Principles on Internal Displacement, which are inspired by international human rights law, it is incumbent upon the government not to force IDPs to return and to return voluntarily.
