    UN Secretary-General Antonio Guterich said Thursday that North Korea and other countries must implement UN Security Council resolutions on Pyongyang's nuclear and missile programs in full.
     
    Gutierrez made the remarks to reporters after meeting with Japanese Prime Minister Shinzo Abe in Tokyo, days after US Secretary of State Rex Tilerson offered to start direct talks with North Korea without preconditions.
     
    The White House said on Wednesday that negotiations could only be held with North Korea when its behavior improved and the White House declined to say whether US President Donald Trump had agreed to the Tilerson initiative.
     
    Japan insists it is time to keep the maximum pressure on Pyongyang not to start talks on the North's missile and nuclear programs.
     
    United Nations political affairs official Jeffrey Feltman, who visited Pyongyang last week, said senior officials in North Korea had shown no commitment to the talks but believed he left the door "slightly open."
