The Council of Ministers held its regular session, Tuesday, under the chairmanship of the President of the Council, Haider Abadi, and voted on the instructions on the appointment of job grades resulting from the movement of owners, while discussed the draft federal budget law for the fiscal year 2019.
    A statement by the Office of Abadi, received by "Eye of Iraq News," that "the Council of Ministers, held its regular session on Tuesday, September 18, 2018 under the chairmanship of the Prime Minister, Haider Abadi, was approved to amend paragraph (thirteenth) of the instructions No. (4) 2018 Appointment instructions on job grades resulting from the movement of owners issued pursuant to the Council of Ministers Resolution No. (226) for the year 2018, as follows: Thirteen students are recruited through the Higher Education Development Committee program without passing through the mechanism above.     He added that the council decided to "exclude the Ministry of Higher Education and Scientific Research from Article 11 / 4b of the General Budget Law to be allocated to the first three students and holders of higher degrees, and not to repeat the first three of the same section."
    The Council of Ministers voted, according to the statement, "to delay the accession of the Republic of Iraq to the Convention on Electronic Crime (Budapest) No. (185) for the year 2001 until the conditions are available."

    The statement added that "the Council approved the establishment of the Ministry of Communications to merge the General Company for the services of the International Information Network with the General Company for Communications to become one company in the name of (General Company for Communications and Informatics) based on the provisions of Article 33 of the Federal Budget Law No. (9) 2018.
    He added that "the amendment of paragraph (1) of the Cabinet Resolution No. (189) for the year 2014 on the draft agreement to avoid double taxation and prevent the evasion of taxes on income and capital between the Government of the Republic of Iraq and the Government of the Republic of Armenia" was approved.
