    [size=16][b][b]A coalition of reform and construction gave Prime Minister Adel Abdul Mahdi a mandate to name new headsof the Integrity Commission, the Central Bank and the Financial Control Bureau. This authorization came after the two alliances have gone a long way in their negotiations on the resolution of the portfolio management by proxy. The understandings, launched almost a month ago between the prime minister and the political blocs, led to the delay in sending the names of new candidates from independent bodies to parliament until the completion of the nomination of ministers of defense, interior, justice and mistrust.[/b][/b]


    In parallel, the Prime Minister formed an evaluation committee from the Council of Ministers and from his office to review the performance of Directors General and Deputy Ministers. [size=19][b][b]"The parliamentary blocs formed since the beginning of May, the committees charged with negotiating with the Prime Minister to resolve the portfolio of positions and sites that are run by proxy,"[/b][/b] said the Rapporteur of the Legal Committee in the House of Representatives Yahya al-Mohammadi. [b][b]The Council of Representatives approved in January the Federal Budget Law of 2019, which obliged the government of Adel Abdul Mahdi to end the management of the State institutions of the Agency except the security and military agencies by 30/6/2019.[/b][/b] 

    [b][b]The General Budget Law (58) states that any action after this date is void and does not have any legal effect, and the concerned department shall suspend all financial allocations and administrative powers in case it continues.[/b][/b]

    "The movement between the parliamentary blocs and the Prime Minister reached a peak during the current days after the close dates for the termination of the agencies' file," he said, adding that "the negotiations are looking at setting criteria to choose the appropriate personalities to manage these positions and positions in accordance with the principle of balance."

    But Massoudi says that "the committees formed by the political blocs did not meet with the Prime Minister because of the failure to resolve the file cabinet and ministerial disputes on the candidates of the ministries, which is withdrawn to complete the file of independent bodies." And confirms that "the nomination of the names of directors-general and deputy ministers are the authority of the Prime Minister," pointing out that the Technical State Committee will establish a standard in accordance with the law of career service to assess the existing directors-general and deputy ministers. "

    [b][b]The leader of the "agreement reached between the coalition of reform and construction about a month ago authorized the Prime Minister the freedom to choose the heads of three independent bodies, namely integrity and the Office of Financial Supervision and the Central Bank," explaining that "these bodies will be outside the political understandings as one of the most important bodies" . [/b][/b]


    The leader of the coalition building that "the file of independent bodies do not have a big problem after the convergence of the resolution in terms of the framework after the negotiations could distribute these bodies to categories (A and B)," stressing that "the negotiations stopped until the completion of the ministerial file. " 

    The General Secretariat of the Council of Ministers sent a circular to all ministries requesting the sending of candidates to senior positions in preparation for the termination of the appointment by proxy.

    The deputy of the Alliance of the people of Muhammad al-Ghazi (range) that "this generalization directed by the Secretariat of the Council of Ministers includes all sites and positions managed by the Agency, which includes Directors General and the deputies of ministries and even independent bodies." 

    The Presidency of the House of Representatives sent in December last year a letter to the government asking them to disclose the names of sites and positions of government and security administered by the Agency and the agency to terminate the file agencies after completing the formation of the government cab. 

    Ghazi added that "the candidates of the independent bodies will be submitted by the government to parliament to vote on them," pointing out that "the movement launched a month or two months between the political forces and the Prime Minister to resolve the file of independent bodies."

    Article 61 of the Constitution requires that the House of Representatives vote on ambassadors, special rank holders, the Chief of Staff and his assistants, and those in the rank of division commander and above, on the proposal of the Council of Ministers.
