The legal expert Ali al-Tamimi: "The security crisis cells formed by the Prime Minister .. Emergency decisions and martial law contrary to the Constitution."
Tamimi said in a press statement: "The constitutional article 16 stipulated for the declaration of emergency approval of two-thirds of the parliament on a joint request of the Prime Minister and the Republic, and that the parliament votes and the emergency is limited to no more than thirty days."
He added: "What happened in the urgent decisions .. led to the killing of demonstrators in Nasiriyah, Najaf and others, a genocide according to the 1948 Convention, which defined genocide as (systematic killing and targeting groups of society), and Iraq is a signatory to this Convention."
He continued: "The continuation of these violations of international law, including the killing of demonstrators and the blocking of press freedom and administrative arrests, all put the prime minister in the international indictment in accordance with articles 6 and 7 of the International Criminal Court Law and also Article 28 of the law of this court, which said that these crimes do not "As in Yugoslavia."
Al-Tamimi pointed out: "The documentation of these events is important in the future, whether through videos, pictures or witnesses, which is evidence adopted by the International Criminal Court."
