Al-Manassah Center for Information Technology (ICT), the absence of the Global Knowledge Index, considered Iraq to be an indication that Iraq is not only at the bottom of the global and Arab list, but that it does not have data that can be categorized into the index, to identify its policy glitches in all fields.
