BAGHDAD (Reuters) - Iraq's permanent representative to the United Nations, Mohammed Hussein Bahr al-Ulum, blamed the attackers for the deaths, while defending the Internet blocking that "is used to promote violence and hatred and disrupt public life."
In his speech to the UN Security Council, Bahr Uloum described the demonstrations as a great way for people to express their views clearly in their political and electoral system and in the performance of the government and the required reforms. "But this only disturbs casualties among demonstrators and security forces."
Bahr al-Uloum accused groups of outlaws of exposure to protesters. "These groups cover up the demonstrations and use them as human shields for banditry, arson, looting and engagement with security forces using Molotov cocktails, grenades, firearms and knives," he said.
The Iraqi representative stressed the clarity of the Constitution regarding the right to demonstrate, saying that it was a guaranteed right and that the Government was keen to allow the people to express themselves and their demands in a way that did not disturb public order or violate public and private property. "The government will spare no effort to meet the legitimate demands of the demonstrators, particularly those calling for fundamental economic and political reforms through the conduct of the relevant constitutional mechanisms."
The Iraqi government is conducting investigations at the highest levels to diagnose and uncover outlawed groups "engaged among demonstrators" who are rioting against demonstrators and security forces alike, Bahr al-Ulum said.
He added that these groups assaulted "the Central Bank of Iraq and the role of the press and publishing and burning shops and stores in the street Rashid and Khalani Square and adjacent, which led to the deaths of 300 martyrs and more than 1500 wounded demonstrators and security forces.
Bahr al-Ulum defended the temporary blocking of the Internet, saying the digital world was a contemporary reality and a right for all, but the authorities "in defense of the right of the group are forced to restrict it when they see it used to promote violence and hatred and disrupt public life."
The Iraqi representative said that the government passed a number of laws to support the unemployed and provide financial grants for the implementation of small projects and opened the door for the appointment of holders of higher degrees in various Iraqi ministries.
He stressed that Iraq has achieved a lot and efforts, including the handover of the remains of 47 Kuwaiti missing have been found in one of the mass graves of the time of the former political regime in addition to Iraq's fulfillment of the Kuwaiti property file.
