    [size=45]The Presidency of the Council of Representatives mandated the Regions and Governorates Committee to follow up the implementation of local budgets in the governorates, to follow up the implementation of lagging projects, especially ministerial projects, and to develop the necessary solutions and treatments. Finally, the Presidency of the Council of Representatives held a meeting, the first of its kind with the governors, sponsored by the First Deputy Speaker, Hassan Al-Kaabi, in the presence of the Ministers of Finance and Planning, in addition to all of the heads and members of the regions and governorates committees that are not organized in a region, finance, parliamentary services and reconstruction.[/size]
    [size=45]The meeting comes against the background of the provincial councils being frozen by Parliament in October 2019, which led to the absence of the oversight role over the performance of the governors, with great confusion about the possibility of some governorates being singled out for decisions and controlling projects and funds allocated for their implementation according to certain regional, party, or otherwise directions.[/size]
    [size=45]According to the governor of Wasit Muhammad Jamil al-Mayahi, “The meeting was very important and represented a new starting point that we will work on strongly as governors in order to implement the projects included in the plan of each governorate. The scope of decentralization, ”adding that“ the meeting discussed the implementation mechanism for the 2021 budget after its approval, and how to facilitate work procedures accordingly, and address the problems that may face local governments and governorates in implementing the paragraphs included in the 2021 budget for each governorate. ”[/size]
    [size=45]"We, as governors, value the procedures of the Ministries of Planning and Finance regarding the issue of referring, listing and completing stalled projects or new projects, and the continuation of work on current projects, and ensuring that they are not stopped," he added.[/size]
    [size=45]Al-Mayahi revealed that "all governorates are saturated with many problems and belongings, and there are factors that may restrict the performance of the governor and prevent the implementation of the plans and programs of the province related to the projects, and the most important of these complications is the presence of ministerial projects that have been stalled and work has been suspended for several years due to the lack of serious follow-up by the relevant ministries."[/size]
    [size=45]Noting that "some projects have been subjected to great exposures and thus have become in need of technical treatments and a review of designs and calculation of costs, and this in itself is a stress factor that imposes on the budget."[/size]

    [size=45]The governor of Wasit affirmed that "the meeting was an opportunity for frank and open dialogue with the ministers of planning and finance and parliamentary committees under the dome of Parliament, and during which we requested that all relevant parliamentary committees have a role in following up on projects in the governorates and standing on the mechanisms of implementation and disbursement, knowing the problems and obstacles and developing correct solutions and remedies."[/size]
    [size=45]At the same time, he pointed to "the cooperation of the Ministry of Planning and its high professionalism in dealing and solving all problems and facilitating implementation procedures, and this is a positive matter that will have major repercussions in the next stage."[/size]
    [size=45]He said, "The role of the Ministry of Finance was good, but we, as governors, aspire to more cooperation, especially on the issue of launching the financial allocations decided within the budget paragraphs and not delaying them under any circumstance because this reflects negatively on the stages of project implementation and may lead to adverse results." In the aforementioned meeting, First Deputy Speaker Hassan Al-Kaabi stressed that ensuring the fair distribution of financial allocations between cities according to the percentage of deprivation is a priority for the Council. This is why the Parliamentary Regions and Governorates Committee called for the aforementioned meeting to be held under the auspices of the Presidency of the Council of Representatives, and to be a dialogue meeting to discuss the budget for each Governorate for the year 2021, investment projects, regional development projects, and departments that have been attached to the governorates.[/size]
    [size=45]Accelerate the solution of the problems of the provinces[/size]
    [size=45]According to a statement issued by Al-Kaabi’s office and its followers (Al-Mada), the meeting witnessed the attendance of all of the heads and members of the regions and governorates committees that are not organized in a region, finance, parliamentary services and reconstruction, and the governors, in addition to the ministers of planning and finance, and that this meeting will be held periodically with the aim of solving problems, especially in the absence of provincial councils .[/size]
    [size=45]According to what was stated in the statement, the First Deputy Speaker of Parliament confirmed that “these meetings that bring together the committees concerned with the governors aim to expedite the solution of the problems that all governorates suffer from, especially on the service side and with regard to organizing the budgets of the provinces that they will prepare according to the standards that they think are correct and useful. “.[/size]
    [size=45]The meeting of the parliamentary committees with the governorates under the auspices of the presidency resulted in “several recommendations, the most important of which is to approach all ministries and concerned parties with the need to accelerate the implementation of the lagging projects, especially those that have achieved high achievement rates that exceeded 70%, and resolve all ministerial projects in the governorates, either by completing them or giving powers to the governorates in their resolution and coordination. With the Ministry of Finance to launch the approved allocations for each project and not delay it, with the need for the governorate to have an important role in the file of international grants and aid and to supervise them for the governorates that receive international grants or aid under any title.[/size]
    [size=45]The meeting affirmed the obligation of the Parliamentary Regions Committee to organize field visits to all governorates to follow up the implementation of the paragraphs of the annual plan for each governorate, to stand on the stages of implementation and failure, and to prepare reports on that visit with the importance of developing solutions and remedies for the issues in which delay occurs. In the absence of the supervisory role of the provincial councils, which are still frozen since late 2019 and until now, after those councils used to approve the approval of local budgets and monitor the performance of local governments.[/size]
    [size=45]Provincial councils have been dissolved, not abolished[/size]
    [size=45]For his part, the legal expert Ali Al-Tamimi believes that the provincial councils have been dissolved and have not been canceled, stressing that “according to Article 20 of Law 21 of 2008, the Provincial Councils Law, the provincial council can be dissolved at the request of one-third of its members or at the request of the Presidency of Parliament from one-third of the members of Parliament. This is by an absolute majority of the total number of parliament for reasons including breaching work duties, violating the law, or losing a third of its members the membership conditions. Also, the end of the four-year term in which the provincial council was elected, whoever has the right to dismiss or extend it is Parliament.[/size]
    [size=45]He added, "According to Federal Court decision 80 of 2017, the parliament oversees and has general jurisdiction over the work of these councils in accordance with Article 61 of the constitution, but the provincial councils remain by virtue of Article 122 of the constitution and can only be abolished by amending the constitution."[/size]
    [size=45]"After the councils are dissolved, they are not entitled to perform any of their actions, and if they do, then this is impersonation of a capacity that is punishable by law, and there is no legal value for the decisions they make," Tamimi explained.[/size]
