    Today, Friday, the Federal Service Council revealed the importance of biometric identity for employees, and while identifying two matters for fixing contract holders, it indicated that the electoral appointments have expired .
    What the Federal Service Council needs
    Council Chairman Mahmoud Al-Tamimi said in an interview with the Iraqi News Agency (INA), that “the council needs financial resources, human resources and legal legislation in order to work in the right direction,” indicating that “the real breakthrough is in the 2021 budget that allocated funds to the council, in addition to Strengthening it with human cadres for the purpose of conducting its work . 
    The role of civil service law
    Al-Tamimi emphasized that "the Civil Service Law is a basic law and is considered the backbone of the Federal Service Council," pointing out that "the law is now in the House of Representatives for the purpose of voting ."
    He continued, "The law will define the powers of each institution according to its competence and specify the role of the council in detail. "

    Government support for the service council
     
    Al-Tamimi added that "the government's support for the council was according to the state's capabilities, but it did not reach its ambition due to the financial crisis and the pandemic," noting that "this was reflected in the performance of work in the council ." 
     
    The role of the service board in employment 
     
    The Chairman of the Service Council stated that “employment in the private sector is among the tasks of the Ministry of Labor,” noting that “the council’s work in employment is through seeing the state’s need for employment and its workers according to the strategic plans set for the ministries .
     
    How jobs are distributed
     
    Al-Tamimi pointed out that "there is a legal text binding on the council to distribute jobs on competency and skill options," explaining that "quotas do not enter this council, especially since the employment program is an electronic program that does not select applicants for employment on sectarian or political grounds, but rather a program offered to all ." 
     
    Electoral appointments
     
    Al-Tamimi pointed out that "the electronic recruitment program ended the appointment to lure the voters before the elections, as employment became electronically and limited to the authority of the service council, and there are no bids that are included in this file or are exploited by some entities ."

    Categories covered by appointment in the budget
     
    He added that "the text of the budget law was clear and included the category of doctors and health professions covered by Law No. 6 in addition to holders of higher degrees and first graduates," explaining that "the mechanism for appointing contract holders of 5 years and more is the same mechanism stipulated by the law, the most prominent of which is the standard of service and the availability of degree." Which is installed directly through the ministry or body . "
     
    He emphasized that "the job degree is available from the same department or institution," noting that "this includes all government institutions, whether ministries or agencies ." 
     
    He continued that "the issue of appointments is governed by the budget law," adding that "the appointment of first graduates or degree holders is determined by the employment rates, which are included in the employment program according to the legal ratios ."
     
    On the actual need for employees, Al-Tamimi stated that "there is no specific actual need for employment, as the Ministry of Health receives all graduates covered by its law, and any outputs related to these ministries go to it ."
     
    Al-Tamimi indicated that "the budget law has stopped all contracts, whether with retired or non-retired people ." 
     
    Resolution 315
     
    The Chairman of the Service Council pointed out that "Decision 315 issued by the Council of Ministers, which is one of the last decisions and organized the mechanism of work in this decision and allocated salaries for those covered," indicating that "the one concerned with implementing this decision in the first place is the Ministry of Finance only ." 
     
    Staff structure
     
    He pointed out that "the personnel structure process is carried out in accordance with the decision of the Council of Ministers," noting that "we met with all institutions and made clear the government's vision on this issue and the ministries began to respond ."
     
    Job number 
     
    He explained that "there is a bureaucratic order regarding the job number project, and a committee was formed and steps were taken in this project," explaining that "the budget law stipulates that the government, through the committee formed by the Ministry of Planning, the Service Council and the Ministry of Communications, must complete this project within 6 months and issue the biometric identity." ".
     
    "This identity will prevent any repeated or fictitious names within the institutional system, and it will include all employee data, personal data and job data, which will facilitate the handling of employee information ." 
     
    Address job dropout
     
    He continued, "This biometric identity addresses the job leakage or the so-called aliens," noting that "this electronic program has been funded by the General Secretariat and we are in the process of understandings with the implementing agency ." 
     
    A new ladder of salaries 
     
    He added that "there is no new salary scale, but the service council gives advice and opinion regarding the salaries of employees," explaining that "there is no authority for the council to participate in the investigation councils for employees ."
     
    And that "the dismissal of the general directors is the prerogative of the General Secretariat of the Council of Ministers ." 
     
    Enterprise structuring
     
    Regarding the institutional structure, Al-Tamimi mentioned that "the council proceeded with the ministries, some answers arrived, and a central committee was formed to look into this issue, and its members are from a group of ministries, including oversight and planning so that it is clear to all ministries ." 
     
    Online recruitment platform
     
    And the President of the Service Council continued, "The aim of the electronic platform is to assist in the employment of young people, especially the private sector, as numbers of job seekers have been received, and the Prime Minister's Office is still receiving other numbers ."
     
    He indicated that "some of the data is transferred to the service council for the purpose of using it in the issue of job planning, and it is possible to benefit from the existing data to know the workforce, its types, numbers and academic achievement," stressing: "We are in contact with the Council of Ministers ."
    And that "the platform includes the private sector in general, whether investment or individual projects and others ." 
     
    Foreign employment in the country
     
    He pointed out that "the issue of foreign workers is related to the Ministry of Labor, because expatriates are regulating their work by the Ministry of Labor," noting that "it is not within the legal service council's authority to intervene in this ." 
    He explained that "there is no real number for the number of foreigners working in Iraq 100%," noting that "the majority of them came in an irregular manner and their numbers are large and affecting the labor market ."
