Council Chairman Mahmoud Al-Tamimi said in an interview with the Iraqi News Agency (INA), that “the council needs financial resources, human resources and legal legislation in order to work in the right direction,” indicating that “the real breakthrough is in the 2021 budget that allocated funds to the council, in addition to Strengthening it with human cadres for the purpose of conducting its work .
The role of civil service law
Al-Tamimi emphasized that "the Civil Service Law is a basic law and is considered the backbone of the Federal Service Council," pointing out that "the law is now in the House of Representatives for the purpose of voting ."
He continued, "The law will define the powers of each institution according to its competence and specify the role of the council in detail. "

Government support for the service council
Al-Tamimi added that "the government's support for the council was according to the state's capabilities, but it did not reach its ambition due to the financial crisis and the pandemic," noting that "this was reflected in the performance of work in the council ."
The role of the service board in employment
The Chairman of the Service Council stated that “employment in the private sector is among the tasks of the Ministry of Labor,” noting that “the council’s work in employment is through seeing the state’s need for employment and its workers according to the strategic plans set for the ministries .
How jobs are distributed
Al-Tamimi pointed out that "there is a legal text binding on the council to distribute jobs on competency and skill options," explaining that "quotas do not enter this council, especially since the employment program is an electronic program that does not select applicants for employment on sectarian or political grounds, but rather a program offered to all ."
Electoral appointments
Al-Tamimi pointed out that "the electronic recruitment program ended the appointment to lure the voters before the elections, as employment became electronically and limited to the authority of the service council, and there are no bids that are included in this file or are exploited by some entities ."

Categories covered by appointment in the budget
He added that "the text of the budget law was clear and included the category of doctors and health professions covered by Law No. 6 in addition to holders of higher degrees and first graduates," explaining that "the mechanism for appointing contract holders of 5 years and more is the same mechanism stipulated by the law, the most prominent of which is the standard of service and the availability of degree." Which is installed directly through the ministry or body . "
He emphasized that "the job degree is available from the same department or institution," noting that "this includes all government institutions, whether ministries or agencies ."

The Chairman of the Service Council pointed out that "Decision 315 issued by the Council of Ministers, which is one of the last decisions and organized the mechanism of work in this decision and allocated salaries for those covered," indicating that "the one concerned with implementing this decision in the first place is the Ministry of Finance only ."

He pointed out that "the personnel structure process is carried out in accordance with the decision of the Council of Ministers," noting that "we met with all institutions and made clear the government's vision on this issue and the ministries began to respond ."
Job number
He explained that "there is a bureaucratic order regarding the job number project, and a committee was formed and steps were taken in this project," explaining that "the budget law stipulates that the government, through the committee formed by the Ministry of Planning, the Service Council and the Ministry of Communications, must complete this project within 6 months and issue the biometric identity." ".
"This identity will prevent any repeated or fictitious names within the institutional system, and it will include all employee data, personal data and job data, which will facilitate the handling of employee information ."
