An annual statistic issued by financial officials in the Supreme Judicial Council confirmed that their institution has placed about 44 billion Iraqi dinars in the state treasury, which is the outcome of its revenues for the past year from lawsuit fees, fines and trusts.
The statistic stated that "the Supreme Judicial Council collects its revenues from the collection of fees, trusts and stamp fees, which are deducted through fees receipts in courts and departments affiliated with the Supreme Judicial Council."
The Director of the Council’s Budget Department, Essam Abbas Abdel-Majid, said that “the judiciary’s revenues for the year 2020 amounted to more than 43 billion and 868 million dinars,” indicating that “these sums were collected from the fees of cases, fines, in addition to the fund's secretariats.”
And the budget director continued, in an interview with the "judiciary", that "what is being levied are sovereign fees imposed by the rule of law, and there has been no change in the increase in consideration of the Iraqi citizen."
He promised that “the judiciary is one of the state institutions that finances the public treasury,” and added that “we do not spend anything from our revenues, but rather all of them go to the state treasury.”
He stated that "not to increase the trusts and the sovereign fees imposed by the judiciary by virtue of the law in consideration of the citizens, and they pointed out that many procedures used to cost the budget money that the judiciary affiliates had reduced to voluntary work initiatives."
Essam asserted that “the Financial Supervision Bureau receives our final accounts for the past year within the specified period, with high achievement rates,” while noting that “the budget for the Supreme Judicial Council is prepared based on the expected needs of the Council and the courts, and then it is voted on in the House of Representatives after discussion
He stressed that “the judiciary was keen to reorganize the budget for the current year in line with the current situation, noting that“ the salaries of the employees of the Supreme Judicial Council of the Iraqi state are not paid from these revenues, ”explaining that“ salaries are prepared on the basis of job grades occupied by employees. Or the new ones ”.
Despite the outbreak of the pandemic during the past year, “the departments and courts affiliated to the Supreme Judicial Council have completed their work, especially with regard to the accounting aspect and the final accounts, as they achieved their revenues with a continuous growth as the practice of previous years, and their revenues were transferred to the sums collected and announced by the financial statistics.”
