The First Deputy Speaker of the House of Representatives, Hassan Al-Kaabi, expressed his astonishment at the appeals submitted to the Federal Court regarding the draft Federal General Budget Law No. 23 of 2021 regarding the petrodollar clause [size=15].[/size]
[size=15]Al-Kaabi said in a statement today (June 9, 2021) that "we are very surprised that one of the appeals submitted by the government before the Federal Supreme Court regarding the Federal General Budget Law No. 23 of 2021 regarding the challenge to the text of Article (2-first-8) which includes Establishing a petrodollar fund in all governorates producing crude or refined oil or gas, which is managed by the concerned governor and is financed monthly by increasing the price difference in the selling prices of crude oil over the price fixed in the budget law.[/size]
[size=15]He added, "The inclusion of this legal text by the House of Representatives was intended to support these oil or gas-producing governorates, as they represent a main source for financing the state's financial budget, especially the oil exported by our dear governorate (Basra), which contributes significantly and effectively to securing access to To finance the necessary infrastructure projects and provide the necessary services to those governorates .[/size]
[size=15]He pointed out that the government has the right to challenge and exercise this right constitutionally, but what is surprising here is that the Minister of Oil and his ministry, which is the relevant sectoral authority, is from the people of Basra Governorate! Which is considered the first producer and source of Iraqi oil, and it would have been more appropriate for him, according to the considerations of loyalty to this province, to formally confirm his objection in the suspicions of the Council of Ministers to the inclusion of such an appeal far from the public interest and the interest of the people, within the government’s appeals against the budget law.[/size]
