[size=45]In the year 2020, the Presidency of the House of Representatives referred the interrogation files of the ministers of finance, higher education, and industry, the governor of the Central Bank, and the head of the Media and Communications Authority, to a special committee composed of three legal advisors to consider its formal and legal procedures before setting the dates for the interrogation sessions. In an interview with Al-Mada, a member of the House of Representatives, Yonadam Kanna, said that “the fate of the interrogations and hosting of the ministers and the governor of the Central Bank is still legal and official,” adding, “But the importance lies in conducting these interrogations or not.”[/size]
[size=45]Kanna added, "The parliament's remaining life is estimated at 50 days after its expiry, and no session for interrogations has been achieved for a long time."[/size]
[size=45]The member of the House of Representatives points out, “If the interrogation sessions did not take place before the parliamentary elections, the next parliament or the next government has no right to question the ministers, because they will be former ministers.”[/size]
[size=45]The House of Representatives Law No. (13) of 2018 in force in Article (22) obliges the formation of a special committee to provide opinion and advice on the extent to which the necessary conditions are met in the request for interrogation in accordance with the rules of procedure of the House of Representatives.[/size]
[size=45]Kanna ruled out, “The questioning of any minister during the remainder of the life of the current parliament due to the lack of consensus, the holding of quorums, and the preoccupation of many MPs with electoral propaganda.”[/size]
[size=45]In turn, a member of the House of Representatives, Nada Shaker Jawdat, said in an interview with (Al-Mada), that “the question of interrogating the ministers is primarily related to the presidency, as members of the House of Representatives have signed the interrogations since last year and their fate is still unknown.”[/size]
[size=45]The Presidency of the House of Representatives had decided to raise the questioning paragraph of Finance Minister Ali Allawi from the session held on July 13, after agreeing to include it on its agenda, after the Parliamentary Integrity Committee accused the Parliament Presidency of obstructing the questioning of Finance Minister Ali Allawi, during the session that was scheduled It was held on May 31st.[/size]
[size=45]And the Parliamentary Integrity Committee had previously submitted, last February, a formal request to the Presidency of the House of Representatives to include the interrogation of Finance Minister Ali Allawi in the next session at that time, as the Presidency of the House of Representatives set the first session of last March as a date for the interrogation, and then the Presidency announced the postponement of the interrogation at that time due to Presentation of the General Budget Law 2021, which was voted on by the House of Representatives in late March.[/size]
[size=45]Jawdat showed, "The failure to hold parliament sessions during the past period is not a reason to disrupt the interrogations," noting that "the parliament's presidency in the event that it calls for an interrogation session, there will be an actual presence by most members of the House of Representatives."[/size]
[size=45]In the opinion of the member of the House of Representatives, "there is harmony between the legislative and executive governments," expecting "that no minister will be questioned during the coming period due to the short time for the life of Parliament."[/size]
[size=45]For his part, the legal affairs specialist, Haider Al-Sufi, said in an interview with Al-Mada, “If the current parliamentary session ends without questioning the ministers and officials who are supposed to be questioned during that period, they will proceed without any legal action provided that there are no corruption cases against them.”[/size]
[size=45]Al-Sufi added, “The investigative cases registered in the Judicial Council against any minister or official will remain registered even if the work of the executive minister ends and will be scrutinized by the next government.”[/size]
