    On Tuesday, Prime Minister Mustafa Al-Kazemi chaired the fifth regular session of the Council of Ministers, during which topics on the agenda were discussed, and decisions were issued in their regard.
    The Media Office of the Council of Ministers stated in a statement, of which “Al-Nour News” received a copy, that “during the session, a review of the epidemiological report, the measures taken to confront the Corona pandemic, and the developments of the work of the Committee to Strengthen Government Measures in the areas of prevention and health awareness control; To limit the spread of the virus, and government efforts to contain the new wave of the pandemic, provide the necessary treatments and secure the vaccine through the outlets spread throughout Iraq.
    The Council of Ministers hosted the "Governor of Najaf, Majid Al-Waeli, where he reviewed the service reality of the province, its most important needs and requirements, and after discussing the problems and obstacles that the province suffers from."
    The Council of Ministers issued a number of decisions that would contribute to upgrading the service status of Najaf Governorate, as follows:
    First / Confirmation of the implementation of the directives of the Ministerial Council for Social Services regarding the needs of the Najaf Governorate related to the following issues:
    1- Construction of a second bridge in the Abbasid district with the approaches.
    2- Completion of Ya Hussain Bridge on the road linking the governorates of (Najaf Al-Ashraf and Holy Karbala).
    3- Land pilgrimage route / first stage.
    4- Supplementary projects for the year 2021.
    5- Construction of the fifth Kufa bridge (extension of the airport road) linking Kufa road east of the Euphrates and the road to the cement factory.
    6- Construction of the second passage bridge over the Euphrates River (Imam Ali A. Bridge).
    7- Heavy water treatment plant project in Bahr Al-Najaf.
    8- Unified Najaf-Kufa Water Project.
    9- Construction of Azamiya-Dasim road.
    10- Establishing 4 weighing stations at the entrances to Najaf Governorate.
    11- Projects to build lagging schools in Najaf Governorate.
    12- Highway.
    Second/
    1- The Central Bank of Iraq, the Trade Bank of Iraq, the Ministry of Communications, the Media and Communications Commission, and the National Oil Company, to provide the financial grants mentioned below to the Najaf Governorate, to advance the service reality of the governorate:
    • Five billion dinars from the Ministry of Communications.

    • Five billion dinars from the Central Bank of Iraq.
    • Ten billion exploratory patches.
    • Ten billion from the Media and Communications Commission.
    • Five billion from the Trade Bank of Iraq.
    2- The governor of Najaf al-Ashraf used the aforementioned grants to advance the service situation and make the necessary contracts, with the exception of the contracting methods stipulated in the instructions for implementing government contracts.
    3- The National Oil Company allocated an amount of (10,000,000) dinars, only ten billion dinars, from the exploration blocks to the Najaf Governorate (or joint) to implement development work in the governorate in coordination with the Governor, and during the year / 2022.
    Third/
    1- Allocating an amount of (5,000,000) dinars, only five billion dinars, to the Najaf Governorate, to be paid by the General Company for Communications and Informatics, one of the companies of the Ministry of Communications, and calculated to pay the previous debts of the company previously incurred by it to the Ministry of Finance.

    2- Adding the head of the secretariat of the Supreme Coordination Committee between the governorates to the Ministerial Council for Social Services.
    3- Forming a working group from the General Secretariat of the Council of Ministers and the two ministries (Planning, Construction, Housing, Municipalities and Public Works), the Najaf Governorate, and the advisor to the Prime Minister, to follow up on the implementation of the outputs of the decisions of the Council of Ministers and the Ministerial Council for Social Services for the Najaf Governorate exclusively.
    The Council of Ministers discussed other topics on the agenda, and issued the following decisions:
    First / Approval of the recommendations of the minutes of the (twenty-fourth) meeting of the Diwaniyah Order Committee (45 of 2018), regarding the development of ways, mechanisms and solutions necessary for the completion of public hospital projects as quickly as possible in coordination with the accompanying Ministry of Health. /19) dated January 16, 2022, taking into account the second proposal set forth in the fourth of the recommendations.
    Second/ Approval of the minutes of the meeting of the Loan Collection Follow-up Committee, signed on December 12, 2021, regarding the results of the negotiations that took place with the Jamaican side, which include paying the Jamaican side the full amount remaining owed by them (73365568.98), only seventy-three million three hundred sixty-five thousand five hundred and eight Sixty dollars and ninety-eight cents, in one payment to the Iraqi side.
    Third / Approval of the recommendation of the Ministerial Council for Energy (3 for the year 2022), according to the following:
    Excluding the project for hydrogenation of naphtha and improvement of gasoline in the Basra refinery from the annex to adjusting the prices shown in the instructions of the Ministry of Planning, according to its letter No. (4/7/18838) dated September 1, 2016, based on the opinion established in the letter of the Ministry of Planning No. (4/ 7/32307) of December 13, 2021.
    Fourth / Approval of the following:
    - The Ministry of Finance / General Customs Authority implements a project in the Ministry of Finance (installation of bridge screens, scales and sonar detectors), as an exception to the contracting methods stipulated in the instructions for implementing government contracts.

    Seventh / Approval of the Ministry of Defense to dispose of (1.5) billion dinars and five hundred million dinars, from Al Meera Department’s share of the profits of the Military Stores Directorate, to raise the readiness of the military units and sustain the momentum of the battle, and with the exception of the instructions for implementing government contracts and the controls for implementing armament contracts issued by the Security Advisory nationalist.
    The statement stated that “the Council of Ministers hosted the President of the National Investment Commission, Suha Najjar, who provided a detailed explanation of the authority’s procedures regarding the Basmaya residential complex, and the importance of financial auditing regarding previous contracts, in addition to providing a summary with regard to investments and plans to put investment in Iraq on the right track.” And according to international standards, Najjar touched on the measures taken by the authority to combat corruption and lagging projects.
    In this regard, the Council of Ministers agreed to endorse the recommendation of the Ministerial Council for Economy, as follows:
    – Approval of the National Investment Commission’s contract with a solid international law firm to audit previous contracts regarding the Basmaya housing project, to propose a new contract formula, to state the legal position of the contracts, to contract with a solid international financial auditing company to propose a financial model, and to audit the financial matters of the aforementioned project, according to what It was stated in the letter of the National Investment Commission No. (8506) dated October 6, 2021, and the two contracts were excluded from the contracting methods stipulated in the instructions for implementing government contracts (2 of 2014).
