Al-Sadr blocks the road to the blocking third and stops negotiations to form a government

Baghdad / Tamim Al-Hassan
The leader of the Sadrist movement, Muqtada al-Sadr, blocked the way for his opponents after the decision to freeze political negotiations and boycott the presidential election session.
The Shiite forces known as the "coordinating framework", after Sadr's sudden decision, will not be able to go to the "blocking third" option and thwart the "majority coalition" candidate for the presidency.
And requires after the Federal Court's last interpretation, the presence of two-thirds of the members of the House of Representatives to vote on the candidate for the presidency.
Doubts revolve around the ability of the Shiite forces known as the “coordinating framework” with their allies to achieve the votes needed to disrupt the sessions.
Attention was drawn to an expected meeting that was supposed to take place during the past two days, following the recent initiative of the leader of the Kurdistan Democratic Party, Massoud Barzani.
It was expected that the meeting would be between al-Sadr and his allies and the coordination framework, before the first would freeze all his activities regarding the formation of the next government.
Ban quorum game
A political source close to the atmosphere of the negotiations believes that the decision issued by the leader of the Sadrist movement is “not surprising”, as some think, “a deliberate decision that will close the way on the coordination framework.”
The "Coordination Group" was preparing an alternative plan in the event that the stalled negotiations for months with al-Sadr failed, to go to disrupt the parliament's procedures.
The source added in an interview with (Al-Mada) that "Al-Sadr prevented the coordination framework from breaking the quorum of the presidential elections, and will give his decision time to make sure that the presidential candidate is passed without obstacles."
The "coordinator" waved several times that he would confirm the "blocking third" in Parliament, but it was a sign that was not logical until the end of last week, after the Federal Court's recent interpretation of the presidential election session.
The source, who asked not to be named, also did not deny: “there are internal and external pressures on the leader of the movement in order to move forward with a consensual government.”
Ismail Qaani, head of the Iranian Quds Force, visited Iraq twice after the election crisis of Muhammad al-Halbousi, while he has not yet been able to dissuade al-Sadr from his desire to form a majority government or lift the veto of some Shiite leaders.
Yesterday, Saturday, the Sadrist bloc announced a boycott of next Monday's session devoted to electing the President of the Republic.
The head of the Sadrist bloc in the House of Representatives, Representative Hassan al-Adari, said in a press conference, according to what the official agency reported, that "by order of the leader of the Sadrist movement, Muqtada al-Sadr, it was decided to freeze negotiations with the political blocs regarding the formation of the government."
Then Hassan al-Adhari, head of the Sadr bloc, tweeted afterwards, reconfirming the formation of a majority government.
Al-Adhari said in a blog post: “A reformist national majority government.”
Al-Sadr's decision came one day after a "puzzling position" from the latter, regarding the elections for the next president of the republic.
Al-Sadr said Friday evening in a tweet on Twitter: "If the candidate of the Kurdistan Democratic Party, the ally for the presidency of the republic, does not meet the conditions, I call on the reform representatives not to vote for him."
He also added, "We are advocates of reform, not advocates of governance."
On the other hand, Hoshyar Zebari, the Kurdistan Democratic Party's candidate for the presidency, said hours after the last tweet, that his candidacy for the position was "definite."
Zebari confirmed, through a program broadcast by the official channel, that his candidacy for the position is "definitive and we are going with it to the end," noting that the vote needs "two-thirds of the number of parliament members and we have a mobilization to obtain the sufficient number."
And regarding the competition of the National Union for the Presidency of the Republic, he said: “The Union took its chance for the presidency for 17 years,” noting, “We and the National Union are partners, and there is exaggeration and exaggeration of some positions.”
Last Thursday, the Federal Court rejected the claim that the "coordinating framework" was considered the largest bloc.
blocking third
But on the other hand, it opened the door to a new problem with the interpretation of the quorum for the session to choose the president of the republic, as it confirmed that it must be attended by two-thirds of the members of Parliament.
This interpretation comes in favor of the coordination framework that seeks to transform into the “blocking third” in Parliament in case it fails to align with the leader of the Sadrist movement.
The blocking third requires at least 110 deputies out of 329 deputies, but it is a number that the Coordinating Committee may not get, given the number of seats it holds.
According to the data of the Electoral Commission and the House of Representatives, the “Coordination Committee” has 78 seats, or perhaps 80, according to the leader of the latter, in addition to 17 seats for the National Union Party, which means that the total is 97, which is 13 seats less than the minimum number of the “blocking third.”
On the other hand, there are 7 other political parties in Parliament, whose orientation or in favor of whom they will vote in the session to choose the President of the Republic is unknown.
They hold 42 seats, including Babylon (4 seats), Ishraqa Kanon (10) seats, and 18 independent MPs, in addition to other small parties.
And the new parliament presidency announced last week that it “will not change” the date of the presidential election session scheduled to be held on Monday.
It is believed that mediations will be launched soon to persuade "Al-Sadr" to change his positions, as happened before the elections, and the latter convinced him to return to competition a month after the boycott decision.
Abbas Al-Zamili, a deputy in the Al-Fateh Alliance - one of the coordination framework formations - told (Al-Mada) that "the political stalemate still dominates the relations between us and the Sadrist movement."
Al-Sadr had welcomed the dialogue with the parties to the "Coordination Committee", with the exception of Nuri al-Maliki, the former Prime Minister.
Al-Sadr also repeated his call for some "coordinators" for dialogue following the initiative of Massoud Barzani, the leader of the Kurdistan Democratic Party, which tried to bring the movement together with the rest of the Shiite forces.
On the possibility of secession of “Al-Fateh” led by Hadi Al-Amiri from the “Coordinating Committee”, Al-Zamili stressed that “the coordination framework is an understanding between all Shiite forces, and it is not possible to proceed without a party from it.
