    [size=18]On Saturday, Professor of Economics at Basra University, Nabil Al-Marsoumi, explained the importance of the ration card, while talking about the cost of delivering its terms to citizens.  [/size]
      
    Al-Marsoumi said in a blog post, which was followed by "Nass" (June 11, 2022), "The establishment of the ration card system came as a tool to confront the exceptional circumstances that resulted from the comprehensive ban on Iraq in 1990, and soon it turned into the largest distribution system in the world through which an entire people receives On his basic needs, which, when the system was implemented, constituted the tool that prevented a great famine in the country.  
      
    He continued, "Although the ration card system represents an effective safety net, it is inefficient and costly, as the delivery of one dollar of food to one poor individual.It costs about $6.30, which is a high cost by international standards."  
      
    He added, "The data we have from our own sources indicates the following:"  
      
    The price of the monthly food basket for an Iraqi person (excluding flour) = $8.90  
      
    The cost of the food basket per month For 40 million Iraqis = $356 million  
      
    Annual food basket cost (12 meals) =$4.272 billion  
      
    And he indicated that "the value of the monthly differences between the prices of the contracted goods and their prices in the local market = 151.8 million dollars, which means that the prices of goods in the local market are lower than the prices contracted by the Ministry of Commerce, and the value of the annual differences for 12 meals = 1.822 billion dollars, which is It represents the value of the annual waste in the resources allocated to the ration card, meaning that 43% of the financial resources allocated to the ration card did not reach the people.  
      
    He said, "The most important question, in light of the great corruption and bureaucracy that Iraq is witnessing, and in light of the inability of the Ministry of Commerce to manage this largest ration program in the world, is it not possible to achieve the optimal distribution of goods by giving individuals an income that enables them to buy the goods they prefer according to market prices as determined by them?" The forces of supply and demand with the possibility of the Ministry of Commerce maintaining sufficient stocks of strategic goods and using them in balancing supply and demand when prices tend to rise or in providing its agents with goods sold at less than the local market prices by a certain percentage according to its monthly pricing announced by the Ministry of Commerce.
