Baghdad / Firas Adnan
Representatives suggested that the price of a barrel of oil in the next budget be about 65 dollars, pointing out that the salaries of employees drain 55 trillion dinars, calling for the allocation of funds to support the industrial sector and operate idle factories in order to generate funds for the treasury.
MP Mahasin Hamdoun said, "Parliament is still waiting for the budget bill to be received from the government, and there are only ten days left until the start of the legislative recess."
And Hamdoun continued, "The legislative term had been extended by one month earlier, and by the end of the first week of next month, we will be forced to enter into a vacation that extends for only one month."
She pointed out, "The issue is still in the custody of the Ministries of Finance and Planning, which have not submitted the project until the present time, in order to approve it in the House of Representatives."
Hamdoun stressed, "The possibility of overcoming differences if the project is obtained through discussions and the application of the ministerial curriculum paper, according to which confidence was granted to the government of Muhammad Shia'a al-Sudani."
Hamdoun noted, "The price of a barrel of oil has not been established until now, but it will range between 65 to 70 dollars, and we are waiting for the government to agree on it, and then it will be considered by the House of Representatives."
And Hamdoun concluded, "The Parliamentary Finance Committee has received many requests from deputies regarding the budget and is awaiting the project in order to discuss these requests and consider what can be included."
For his part, MP Ali al-Lami said, "Iraq is still a one-sided country that relies on oil revenues only."
Al-Lami continued, "Oil constitutes more than 90% of the budget, while the rest of the revenues represented by taxes, fees and customs do not exceed 10%."
And he stressed, “This is a major economic imbalance affecting the country,” indicating that “55 trillion of the budget will go to employee salaries, 25 trillion to investment companies operating in the field of oil, and 15 trillion dinars to previous loans with their interests.”
Al-Lami noted, "The total sums that will go to these areas is 100 trillion dinars, and the rest must be focused on investment issues that benefit the general situation."
Al-Lami concluded, "The political blocs hope well for this government that it employs funds for certain sectors, such as industry, as there are many factories that need funds in order to restart them again in order to generate money for us and support the private sector."
And the Parliamentary Finance Committee suggested that the total amounts of the budget law be 150 trillion dinars, pointing out that the deficit will not exceed 10%, and talked about the possibility of including 75,000 job degrees for holders of higher degrees and first graduates from universities, indicating that the government will finish discussions on the law and send it to parliament early next year.
The Prime Minister, Muhammad Shia' al-Sudani, had stressed during a meeting on the budget two days ago, "the need to complete the draft budget law as quickly as possible and submit it to the House of Representatives in order for it to enter into force without delay."
Al-Sudani added, according to a government statement received by (Al-Mada), that “the law targets, in its allocations, the priorities adopted by the ministerial curriculum, which are combating unemployment, reducing poverty rates, combating corruption, upgrading services, as well as reforming the economy.”
The statement indicated, "Al-Sudani directed that the draft budget law take into account the importance of presenting infrastructure projects over other projects.
