    [size=45]The announcement of the local government in Dhi Qar about the names of graduates accepted for appointment as a contract within the 1,000 job grades allocated to the governorate, sparked a wave of objections among the competitors, whose number is estimated at more than 36,000 graduates.[/size]
    [size=45]This came after the Governor of Dhi Qar, Muhammad Hadi Al-Ghazi, announced the approval of the 1,000-contract grades and referred them to the administrative units to receive objections and audit in preparation for contracting with the winners. Al-Ghazi said in a press statement, of which Al-Mada received a copy, that “the names of the winners will be handed over to the district administrations, so that each head of an administrative unit opens the door for objection for a period of seven days, while checking all the data and submitting the final results to the governorate.” The statement added, "The governor directed the human resources department in the province to prepare contracts to be ready for contracting with the winners after the end of the objection and audit period."[/size]
    [size=45]Social networking sites were filled with many objections attached to pages of the appointment lists marked with several names from the same family, and the acceptance of some graduates with lower grades than their competitors who were deprived of appointment, and other objections that see unfairness in the distribution of grades among the competitors.[/size]
    [size=45]In response, the Dhi Qar Governorate administration issued a detailed explanatory statement regarding the objections, and the statement stated, “This experience is the first in the governorate to announce job grades with such transparency through a link for all citizens, and to announce the results with this clarity with all the winners’ data.” He pointed out, "The mechanism for calculating grades was according to the instructions, so that any applicant could calculate his grade first, compare his grade with the winner of the same specialty and the same administrative unit, and submit his objection within 7 days." The statement stressed that “a number of observations have appeared on social media that should be clarified,” and stated that “the first problem relates to the acceptance of several members of one family and the citizens’ belief that they are from the family of one of the committee members (Zainuddin Abdul Karim).” And he stressed, "This family is from the Faili Kurds in the Gharraf district, and the Emergency Support for Food Security and Development Law has allocated (5%) of the grades for minorities, and this means that their share of the 1,000 grades is 50 grades."[/size]
    [size=45]And he stated, “The second form relates to the presence of a primary certificate in front of some applicants,” adding, “These certificates in the form are the certificate of the husband, and all those accepted are bachelor’s and diploma holders according to emergency support for food security and development.”[/size]
    [size=45]The statement pointed out that “the third problem is related to the presence of some graduates who have higher degrees than the accepted and unacceptable others,” explaining that “some of the unaccepted ones compare their degrees with the degrees of other specializations, and the competition and selection took place in another way, as competition takes place for the same major among the applicants.” . The statement warned, "Some of the objectors compare their grade with another with the same specialization in another administrative unit. For example, an unacceptable graduate in Shatrah compares his grade with the grade of an acceptable graduate in the Shuyukh market and finds it higher, and this is not true." And he added, "The eligibility of the Al-Shuyukh market cannot go to a graduate from Al-Shatrah. The competition took place for graduates of each specialization in each district separately."[/size]
    [size=45]The statement promised, “It is wrong for a graduate on the public channel to compare his grade with a graduate on the channel for people with disabilities, for example,” noting that “each channel has a percentage of grades for which only applicants compete.”[/size]
    [size=45]And he added, “People with disabilities have an entitlement according to the instructions, 50 degrees with a rate of 5%, as well as minorities for them 50 degrees with a rate of 5%, and similarly for martyrs they have 100 degrees with a rate of 10%, and the public channel has 800 degrees with a rate of 80%, and this This means that the competition took place between graduates of the same major, on the same channel, and on the same administrative unit.” The statement emphasized, "The local administration is confident of the committee's work with all impartiality. We have published the data completely and transparently, and it contains the names and all their information." And he talked about “the formation of 22 sub-committees headed by the heads of the 22 administrative units for the purpose of checking data and points for graduates of all districts and districts,” calling on “parliament members to themselves or their authorized persons to supervise the audit process in their constituencies within 7 days only.”[/size]
    [size=45]And the statement went on, “The governor of Dhi Qar pledged not to sign any contract until after completing the audit and informing him by the sub-committees of the accuracy of the procedures.” Last July, the local administration in Dhi Qar launched a link to apply for 1,000 job degrees as a temporary contract for holders of bachelor's and diploma degrees.[/size]
