, Prime Minister Muhammad Shia al-Sudani considered his upcoming visit to Germany an affirmation of the strength of political and economic relations between Baghdad and Berlin, while confirming his intention to submit a proposal to the German government to form a joint committee to pave the way for the voluntary return of Iraqis.
Al-Sudani said in an article followed by Mawazine News, that "his official visit to Germany is an affirmation of the strength of the political and economic relations between Baghdad and Berlin," pointing out that "his government's program focuses on strengthening good governance and taking swift and decisive measures in combating corruption."
He added, "The German experience is of great benefit to us in supporting the Integrity Commission and developing procedures, strategies and policies to combat corruption," stressing, "We aim to enhance trade exchanges with Germany and raise them to a level commensurate with the bilateral relations between the two countries."
He pointed out that "building a strong economy gives Iraqi youth an opportunity to invest," noting that "no government can force migrants to return."
He continued, "We will propose to the German government the formation of a joint committee to pave the way for the voluntary return of Iraqis," stressing, "We will also work closely with Germany on sensitive issues such as deportations and carefully examine each case in accordance with the law and agreements between the two countries."
He pointed out that "Berlin contributed about $3.4 billion to development and reconstruction efforts in Iraq," noting that "the German Agency for International Cooperation has helped more than 37,000 Iraqis find jobs or start their own businesses, including 30 percent of women."

Why does Iraq want a strong partnership with Germany?
My official visit to Germany is an affirmation of the strength of the political and economic relations between Baghdad and Berlin, which date back to the late nineteenth century. Perhaps the first sign of a long partnership was the enthusiasm of Kaiser Wilhelm II, or "Pilgrim Wilhelm" as the Muslims liked to call him, for the Baghdad railway - a development project carried out with the help of German companies. Germany, which is not known as a colonial country in the Arab world, always seeks to strengthen and develop cultural, economic and political cooperation with the countries of the region - especially Iraq. As a European power, it has pursued a diplomatic line based on economic and political cooperation and mutual respect. The German policy succeeded in gaining as good a reputation among the Iraqi population as German products and services.
The desire to strengthen German-Iraqi relations is not based solely on this reason. Our government program focuses on promoting good governance and taking swift and decisive action in combating corruption. German experience is of great benefit to us in supporting the Integrity Commission and developing anti-corruption procedures, strategies and policies. We aim to enhance trade exchanges with Germany and raise them to a level commensurate with the bilateral relations between the two countries. Building a strong economy gives Iraqi youth an opportunity to invest in the future at home rather than seeking salvation through immigration. This is also a way of creating conditions that encourage people to return, and we are keen on that. No government can force migrants to return. We will propose to the German government the formation of a joint committee to pave the way for the voluntary return of Iraqis who are forced to leave the country.
Germany has actively helped build a better Iraqi future. Since 2014, Berlin has contributed nearly $3.4 billion to development and reconstruction efforts in Iraq. He played a major role in supporting the return of about five million Iraqis to their areas of origin after their liberation from the grip of the terrorist organization "Islamic State". Over the past four years, GIZ has helped more than 37,000 Iraqis find jobs or start their own businesses, 30 percent of whom are women. German interest in strengthening Iraqi capabilities and promoting good governance in the country is evident in the training assistance for more than 4,000 Iraqi engineers, judges, diplomats, journalists and civil servants. Germany also actively contributes to the Iraq Reform, Recovery and Reconstruction Fund, which promotes economic and social reforms in areas such as reconstruction, agriculture, water, environment, energy, social protection, education, health and management of public funds. Many hospitals have been rehabilitated and equipped with German funds. In the war against the terrorist organization ISIS, Iraq and Germany exchanged important security and intelligence information. Berlin trained Iraqi army soldiers and Peshmerga forces and provided them with the necessary weapons. In Germany, a terrorist from the Islamic State-ISIS group was convicted for the first time in 2021 of committing genocide against the Iraqi Yazidis, which relieved the members of this minority and ensured justice in court.
