On Sunday, Prime Minister Muhammad Shia'a al-Sudani chaired the third session of the Higher Commission for Coordination between governorates not associated with a region.
During the session, the Prime Minister stressed the need for "the governorate's allocations to be directed according to the priorities included in the government program, and according to the poverty map prepared by the Ministry of Planning," stressing "the presence of governors in the field at project sites, and not allowing any disruption or delay."
He also emphasized "work and implementation 24 hours a day, whether it is two or three work meals a day, after allocations, employment and facilities were available, and periodic briefings on projects under completion."
According to the statement, "the session witnessed discussion of the topics on its agenda, which are related to the progress of work and implementation in the development projects of the regions, as well as a review of the most important procedural obstacles that require decision-making at the level of legislation or regulation, the issuance of special instructions, and decision-making, according to the topics indicated in relation to them." In managing the file of external roads, personnel, and axial weighing stations, it was decided to form a committee by Diwani order headed by the General Secretariat for Provincial Affairs and with the membership of a representative of the General Secretariat of the Council of Ministers - the Legal Department, the Ministry of the Interior - the Traffic Directorate, and the Ministry of Construction and Housing (Director General of Roads and Bridges and Director of Legal in Roads and bridges), and a representative of the governorates (Wasit, Basra, Salah al-Din, Anbar, Muthanna, and Baghdad). The committee undertakes the following:
1- Determine the terms of reference for the main and secondary roads between the ministry and the governorate.
2- Considering the work of weighing stations.
3- Transfer of angels.
The statement added, “With the aim of overcoming obstacles regarding the import of chlorine, it was decided that the Ministry of Finance and the water directorates in the governorates should create an item related to the purchase of this substance within the budget of each directorate, independently of the item (raw materials), and it is funded annually from the Ministry of Finance, provided that the tabs are developed within the unified accounting system for municipalities.
And he explained, “In the file of the provinces entitlement to the petrodollar amounts for previous years and the development of regions and border crossings, it was decided that the Ministry of Planning would include the petrodollar allocations within the draft budget law 2023, according to the amounts audited by the Office of Financial Supervision for the year 2021, and sent to the aforementioned ministry, and the scheduling of previous debts. According to financial availability.
And he pointed out that "in the matter of referring the heads of administrative units to retirement when they complete the legal age for retirement, it was decided that the governorates adhere to State Council Resolution No. (90 of 2021), and the letter of the legal department in the General Secretariat of the Council of Ministers regarding referring the heads of administrative units to retirement when they complete the legal age for retirement." ".
He continued, "Within the framework of addressing the obstacles to the implementation of decentralization in the labor and social affairs sector in accordance with the provisions of Article 45 of the amended Law No. (21 of 2008) of the amended Governorates Law, which is not organized in a region, it was decided to form a working group headed by the General Secretariat for Provincial Affairs and with the membership of some representatives of the governorates and the Ministry of Labor and Social Affairs." social handles:
1- Studying legislation related to the labor sector and social affairs that conflict with administrative decentralization, or those that impede the provision of services to citizens, and proposing the necessary recommendations, whether to cancel or amend these legislations.
2- A clear definition of the roles, responsibilities, and relations between the Directorate of Labor and Social Affairs and the governorate office on the one hand, and between the directorate and the labor and social affairs sector formations transferred to the governorate on the other hand, and clarifying the type and extent of the technical relationship between the directorates of labor and social affairs in the governorate and the Ministry of Labor and Social Affairs.
With regard to activating the work of the local coordinating bodies between the governorates, the following was decided:
1- Activating the work of coordinating bodies in all governorates.
2- Providing the General Secretariat for Provincial Affairs with copies of the minutes of meetings of the coordinating bodies in order to follow up on the implementation of its decisions.
The statement pointed out that "in the file of activating the collection of water and sewage fees, it was decided that the governors support the implementation of the contract for the installation of electronic meters, the collection of water fees and the numbering of roles, and their revenues will be transferred to the governorates."
The Supreme Commission continued, according to the statement, "discussing the topics on the agenda, and issued the following decision:
1- Allocating or reallocating buildings belonging to the ministries, which are covered by Article (45) of the Provincial Law No. (21 of 2008 as amended), from these ministries to the directorates they occupy or to the governorates if they do not have legal personality, provided that they are allocated to the aforementioned directorates With the remaining ownership of these buildings to the relevant authorities.
2- The governorates make an inventory of the real estate that has a similar fee for the previous periods of occupation, based on lawsuits filed by the concerned ministry and providing the General Secretariat for Provincial Affairs with a copy of it, so that the commission can do the necessary.
