    The "coordinating framework", which leads the Iraqi government, is pushing for amending the election law. With the intention of abolishing the regime that helped the “Sadr movement” win the largest number of seats in the recent elections.

    The political alliance presented a draft law for provincial elections, while Shiite parties propose that they be held in conjunction with universal voting, with each province adopting an electoral district.  
      
    The proposed amendments will reduce the participation of emerging and opposition parties in Parliament, in addition to the potential risks of the "Sadr movement" being absent from a political deal related to the elections, according to experts and activists.  
      
    The Iraqi government announced that it would make some amendments to the current election law, according to which the recent parliamentary elections were held, and transfer it to the House of Representatives. To approve it and organize provincial council elections at the end of this year for the first time since 2013.  
      
    Three members of the “coordinating framework” told the London-based newspaper Asharq Al-Awsat, followed by “Nass” (February 17, 2023), that the majority of Shiite parties never intend to involve Al-Sadr in discussions related to the elections and their system, with the exception of the leader of the “Badr Alliance” Hadi Al-Amiri. Who is trying to carry the draft law and go to the town of Hanana, the residence of the leader of the "Sadr movement".  
      
    According to one of the members, whom the newspaper spoke to, the draft law completely omitted all the articles that helped al-Sadr and the civil forces win a large number of seats, most notably the system of multiple small districts.  
      
    Independent deputies refused to approve the amendments to the election law, which was read for a first reading, last Monday, and called for the formation of a unified opposition front to present an alternative draft that “guarantees the protection of democracy in the country,” according to a press statement.  
      
    The deputies said that the amendments put forward for voting “include dangerous legal provisions that undermine democracy, participation in elections, fair competition, and the integrity of the electoral process.”  
      
    It does not seem that the influential forces will back down from passing the current amendments formula, despite the wide range of objections to these amendments, from civil society and emerging parties, according to sources familiar with the negotiations to legislate the law.  
      
    The "Ishraqa Canon" parliamentary bloc said: "The continuation of the same approach in managing the legislative institution, as it deals with sensitive and important files affecting all Iraqis, raises concern for what is to come in the coming days."  
      
    "Reliable sources" revealed to the newspaper that the influential Shiite forces do not want to re-try the 2020 elections, which resulted in a decline in their political weight in favor of civil and emerging forces, but the concerns of a number of "framework" leaders focus on al-Sadr's position.  
      
    According to the sources, Al-Amiri may be the only leader planning to visit Al-Sadr. To discuss the draft law and identify its position on the amendment, and the possibility of enacting a law that guarantees the participation of all Shiite forces.  
      
    A deputy for the Badr Organization said that the "coordinating framework" still fears "the continuation of the imbalance in Shiite representation due to the absence of the Sadrists, but it will not back down from consolidating its influence in the next parliament."
