The House of Representatives is changing the election system for the fifth time and wants to amend the same law for the third time in a row, in a move that may mean dissatisfaction with the arrival of independents and emerging parties to Parliament, especially with the raising of the “electoral denominator.”
Organizations and political forces had indicated that the dominant blocs imposed a fait accompli on emerging parties and independents, up to the Sadrists who left Parliament, in addition to civil society organizations and public opinion, with a new drafting of the legislative and provincial elections law.
A member of the Legal Committee, Representative Iman Abdel-Razzaq, explained to Al-Sabah that “changing the election law is subject to political agreements, which is well known to anyone, and any law that is amended or legislated is subject to this political mechanism,” adding that “changing this law was within the prime minister’s government program.” Mohammed Al-Sudani.
Political analyst Jassim Al-Gharabi indicated that "strong discussions about changing the election law will soon be held, and the main party will be the Sadrist movement, the difficult figure in the political process, and it will have an important decision." The provinces are one constituency.
Al-Gharabi added, in an interview with "Al-Sabah", that "there may be solutions for the provinces to be divided into two parts," pointing to "the possibility of dividing each province into two constituencies in the event that the Sadrist movement agrees to the talks, and even that will not change anything in the electoral process in the future because The constitution is subject to the political process.
And the political analyst continued by saying: "Article 67 of the constitution is among the clear and restrictive articles, which is that two-thirds of the members of parliament vote for the president of the republic, and half plus one for the prime minister. Thus, we will not move away from the context of the same quota and consensus, and nothing will change in the political process." .
And the political analyst goes on to say: "It is necessary for the Sadrist movement to be present in the law-approving talks, and for the political blocs to agree with the Sadrist movement in the form of the law."
