The Supreme Judicial Council affirmed its support for freedom of expression and the safety of journalists by adopting sound legal procedures and facing digital challenges and the rapid development witnessed by the world of the Internet and information.

This came after the participation of the representative of the Supreme Judicial Council, Judge Amer Hassan Shinta / Judge of the Third Karkh Investigation Court, in the work of the international conference of UNESCO within the Iraqi team, which included the official of the freedom of expression sector in the UN organization, Dr. Diaa Al-Saray.

The conference, which was launched in the French capital, Paris, from February 21-23, 2023, with the participation of about 4,000 participants, within its second edition, aims to "formulate a new global document to regulate the reality of freedom of expression in light of digital challenges and rapid development, and try to develop solutions and find a reliable Internet for the world." .

The participating Iraq team made presentations related to the Internet and information regulation sector, freedom of expression, safety of journalists, and Iraqi judicial procedures. While the step of establishing publishing courts in Iraq was welcomed by the international community, especially after qualifying the judges of these courts according to the latest judicial standards that take into account freedom of expression and its digital transformations.

The second edition of the conference discussed "Guiding Principles for Regulating the Work of Digital Platforms: A Multilateral Approach to Preserving Freedom of Expression and Access to Information" among its 20 activities for two days through the "online and offline" system.

As part of the efforts of the Supreme Judicial Council, to regulate the reality of digital use in Iraq, the representative of the Judicial Council intends to hold side meetings with the owners and managers of global social media platforms and Internet service providers to agree on preliminary cooperation formulas that may contribute to ensuring that bad content is addressed within the framework of the platforms’ policies and preventing it from reaching the level of Litigation and legal prosecutions.
