Following the decision of the Court of Arbitration of the International Chamber of Commerce in Paris regarding oil exported from the Kurdistan region towards Turkey, which came in favor of Iraq, and the subsequent "temporary" agreement between the federal government and the regional government to resume pumping oil to the Turkish port of Ceyhan, many arguments and issues were raised. Technical and legal proposals, perhaps among them are the proposals of politicians, energy specialists and parliamentarians regarding the outlets for exporting Iraqi oil.
And proposals to revive the "Kirkuk-Baniyas" line through Syria on the Mediterranean coast, as well as experts going to find "immediate" alternatives to solve problems by pumping the oil of the Kurdistan region of Iraq into oil containers in the southern ports. A member of the Parliamentary Energy and Electricity Committee, Suhaila Al-Sultani, said in an interview with "Al-Sabah": "Turkey has committed itself to the international arbitration law regarding the export of oil from the region, and has complied with international law and norms, especially since judicial decisions have become binding on everyone."
She pointed out that "the Turkish side affirmed its commitment to the decision to limit the export of oil to the decision of the central government," noting that "the meeting of Prime Minister Muhammad Shia al-Sudani and the head of the region last week was to agree that oil would be exported from the region through the federal government, but this decision did not enter into into force for reasons related to procedures, agreements and decisions of the central government regarding giving the green light to Turkey to export oil through Ceyhan.
And she emphasized that “(the coordination framework) did not agree with the (Basra-Aqaba) line, as it is a waste of public money and it is an expensive line, and exporting through Aqaba has no economic feasibility that benefits Iraq,” indicating that it is “more useful to activate other export lines, and to The top of which is the (Kirkuk-Baniyas) export line through Syria, which is almost idle, and which needs rehabilitation to restore it to work, and it flows in the same direction that the Turkish Ceyhan line reaches on the Mediterranean.
Al-Sultani called on the federal government and the competent authorities to link the issue of exporting oil through Turkey to other issues between the two countries, foremost of which is the issue of water and the desertification of much of the Iraqi lands left by drought, in addition to the repeated Turkish attacks on our lands.
For his part, the economist, Nabil Jaafar Al-Marsoumi, said in an interview with "Al-Sabah": "Iraqi oil exports from the north to Turkey have not resumed yet, and these exports include the exports of the Kurdistan region and the fields of Kirkuk, which amount to 450,000 barrels per day," and he explained that " There is an issue still related to a second arbitration case also related to the 1973 agreement for the pipeline transporting through Turkey, which relates to exports in 2018, and it is still in the International Chamber of Commerce Court in Paris and has not been decided, and it may take about two years.
He explained, "Turkey wants to resolve the issue of 2018 exports before pumping oil back through pipelines to Ceyhan, especially since the delay in pumping oil through the fields of Kurdistan and Kirkuk forced the region to stop oil production in several fields, and divert some of its production into storage depots, and perhaps wells or fields will be closed." other". Al-Marsoumi indicated that "quick immediate solutions can be put in place by taking advantage of the transfer of the oil of the Kurdistan region, either through Baiji or Kirkuk refineries, or with some arrangements, by taking advantage of the strategic line and diverting the region's oil towards the south," noting that "this work requires the development of the oil export capacity." Iraqi via the sea.” He added, “These are quick immediate solutions. As for the strategic solutions that take several years, one of them is the important strategic line by transferring Iraqi oil from Basra to Aqaba, which stopped years ago for political reasons,” as he put it.
He stressed that "one of the important issues that must be paid attention to and resolved as soon as possible is that the amount of exports, whether from the fields of Kurdistan or Kirkuk, entered within the general budget, and therefore stopping exporting them will deepen the size of the budget deficit, and Iraq may lose up to 35 million dollars per day." .
