“The mountain labored and gave birth to a mouse” is a popular proverb that is often said in some situations when the results of something are contrary to what is expected, and now the month of Ramadan is coming to an end and only a few days separate the Iraqi citizen from Eid Al-Fitr, and despite that she did not give birth The government promises the promised Ramadan basket.
Before the month of Ramadan, the Council of Ministers had approved the proposal of the Ministry of Commerce to add four items to the Ramadan food basket for each family, including (half a kilogram of starch, one kilogram of noodles, 5 kilograms of zero flour, and a layer of eggs), provided that they are released before and during the month of Ramadan. .
Failure, incompetence and corruption
Citizen Zaid Muhammad, a resident of Karrada, central Baghdad, says in an interview that “what we heard through the media before the month of Ramadan about the distribution of four additional materials, which are supposed to be a layer of eggs, starch, zero flour and noodles with the ration, only 50% of which were sold in This area (Karrada).”
He added that "what is said every time about improving the vocabulary of the ration card is just talk and open propaganda," surprising at "the lack of follow-up by the committees in the Council of Ministers on the loss of the Ramadan share after it was previously approved."
For his part, Fadel Abbas, from the Al-Bunuk neighborhood, north of Baghdad, said in an interview that “the government is a failure and incapable of providing even the simplest foodstuffs that it pledged to provide to the citizen during the month of Ramadan.”
He emphasized that “corruption is still eating away at the body of the state in general and in the Ministry of Commerce through what it distributes from the food basket, which does not all reach the citizen, and about the poor quality of what is distributed of these materials, whether it is related to rice, paste or chickpeas.”
Abbas pointed out that “most of the regions in Baghdad have not received the Ramadan quota that the Ministry of Commerce pledged before or during the month of Ramadan so far, while only two materials were distributed from it in some areas, and there are no eggs among these two materials that were distributed.”
And Abbas stressed that "signs of corruption began to appear openly through some selling table eggs in the streets at prices cheaper than the wholesale price."
“We don't know about the rest of the materials.”
While an agent for the distribution of the ration ration in the Karrada region, who preferred not to be named, said that “what was received from the Ramadan ration is only two materials, which included plain flour and noodles,” indicating that he does not know anything about the rest of the other materials that are supposed to be distributed together.
And he continued in his speech that "the delivery centers did not tell us about the date of receiving the rest of the other materials," expecting that "they will be distributed before the end of Ramadan, or they will not be distributed at all."
Trade: Our equipment is complete
And the Ministry of Commerce announced that the percentage of preparing the Ramadan food basket amounted to between 97 and 100 percent.
The official spokesman for the ministry, General Manager of the General Company for Grain Trade, Muhammad Hanoun, said in an interview that "the ministry prepared the Ramadan quota for the city of Baghdad and other provinces at a rate of 97 to 100 percent."
He explained that "the lack of equipment for some areas may relate to the lack of equipment for the agent himself."
Iraq adopted the ration card system following the issuance of UN Security Council Resolution No. 661 of August 6, 1990, imposing an economic blockade on the country as a result of Saddam Hussein's invasion of Kuwait.
The Ministry of Commerce suffers from delay in processing the ration card materials, despite its scarcity, after the ministry reduced the items of the card to six materials, which are supposed to reach the citizen smoothly. The five materials include rice, sugar, paste, oil, flour and legumes.
