A "unique" government step to remedy the electricity crisis

the government of Prime Minister Muhammad Shia'a al-Sudani submitted a decision that is "unique" and the first of its kind at the level of the governments that preceded it with regard to dealing with the Iranian gas crisis and the accumulated debts.
A member of the Parliamentary Energy Committee, Kazem Al-Touki, told Al-Sabah: “Al-Sudani’s talk was clear about initiating an agreement to swap black oil for gas,” stressing that “this is the first time that the government finds solutions and alternatives to this file by bartering crude oil with Iranian gas.” ". He added, "This solution is considered one of the logical and good solutions, and proves that Iraq is able to pass these quantities without losses or prejudice to its share of OPEC." For his part, the expert in the field of energy, Furat al-Moussawi confirmed to "Al-Sabah" that "the issue of financial dues and Iranian gas is difficult and is renewed every year at this time, and that the government tried to solve this issue diplomatically and with two parallel lines between Washington and Tehran, but the US sanctions prevented Without it".
Al-Moussawi continued, "Resorting to alternatives through the issue of (barter) was a temporary solution to the great crisis that the country is suffering from in the field of energy," pointing out that "this solution was satisfactory to both parties and with their approval, and outside the sanctions."
He pointed out that "the Iranian side found in this (barter) a fair and just solution, and it was a way out for the Iraqi government from the current crisis, as the agreement resolved the energy crisis after all solutions were cut off, and it is the guarantor for the return of gas flow from Iran and the restoration of the stability of the supply of electricity." Meanwhile, the spokesman for the Ministry of Oil, Assem Jihad, said, "The government, in cooperation with the Ministry of Oil, has taken many steps, including reducing the prices of kerosene supplied to the owners of private generators, and thus increasing the equipment of citizens by the owners of generators to reduce the burden, especially with the rise in temperatures." And compensation for national electricity in case it is not equipped.
Jihad explained, "These measures were preceded by important steps by the government, which is the supply of unregistered generators, as the ministry made efforts in this regard, and called on the owners of generators to complete the data and they were equipped directly," noting that "government support contributes to providing energy to citizens." Pointing out that there is a joint government effort to control the electricity crisis, especially in these hot summer months.
As for the legal aspect regarding the Iraqi-Iranian agreement, legal expert Ali Al-Tamimi confirmed to "Al-Sabah" that "the civil law includes a provision for in-kind barter, which was stipulated in Articles 597, 598, 599, 600 and is considered an award in internal and external contracts," indicating that it "It means exchanging things and goods without paying money, and this is common in Iraq." He added, "This idea is positive and counts for the Sudanese, because he was able to end a number of files, such as the US sanctions that prevent dealing in dollars with Iran, and he dealt with them in a smart way that serves the people and through them ends the debts incurred by Iraq as a result of importing gas." He concluded, "This (barter) will return the financial reserves that America withheld and will be added to the budget, which is a smart move and calculated for the Sudanese government," describing the step as "a very positive idea that is credited to the Prime Minister, Muhammad Shia'a al-Sudani (a masterstroke)." This comes while Iraq imports electricity and gas from Iran, which together constitute between 33 and 40 percent of the country's energy supplies, especially in the scorching summer months, when temperatures reach 50 degrees Celsius, and energy consumption reaches its peak, and Iraq faces a problem in paying the price of these imports.
