The Iraqi private sector has doubled its movements aimed at supporting the construction and reconstruction operations taking place in most regions of the country, especially the construction of large residential complexes with the aim of eliminating the housing crisis. In addition to its direct contribution to construction operations, the private sector has strengthened its role in providing most of the local building supplies, especially cement. It is moving to construct a number of new cement factories in partnership with the Ministry of Industry, with a production capacity of 20 million tons.
Iraq is witnessing a wide reconstruction and construction movement that has included various regions of the country. In addition to government movements aimed at building a number of bridges and tunnels in Baghdad to eliminate the crisis of traffic congestion, the capital and all cities of Iraq are witnessing the construction of dozens of complexes aimed at eliminating the housing crisis, while it is expected The country will witness more strategic reconstruction projects in the coming years, which has called on the private sector, represented by the Cement Manufacturers Association, to go into concluding companies with the Ministry of Industry to double cement production in a way that meets the country’s need for that material.
The president of the association, Nasser Al-Madani, told “Al-Sabah”: “The cement industry developed rapidly after 2003 by establishing and operating more than 13 factories for the private sector, and the actual capacities of cement factories for the public and private sectors reached more than 32 million tons in 2002, suggesting that This year, 2023, it will reach more than 33 million tons of cement.”
Al-Madani explained, “The cement industry constitutes one of the strategic industries in Iraq, which is considered one of the leading and advanced countries in the Arab world in producing this important material. This industry developed after 2003 through the establishment of more than 13 factories for the private sector, with a large production capacity of 32 million tons last year, so that Iraq announced that it had achieved self-sufficiency in cement production, praising, at the same time, the decision of the Council of Ministers to ban the import of cement, which strengthened the role of the public and private sectors by increasing the production of this material and meeting the full needs of the market.
Al-Madani revealed, “There is a study that showed the need to establish new factories through investment in coordination between the Ministry of Industry and the Cement Manufacturers Association in light of stable security and planning to build many residential cities in most governorates. It was agreed to establish factories with a capacity of 20 million tons during the next three years to cover Future local needs, in addition to starting to export surplus production as much as possible

Al-Madani also believes that “one of the most important components of the success of the cement industry in Iraq is the continued ban on imports and the maintenance of current fuel and electric power prices, especially for government factories, whose production currently represents about a third of annual production, in addition to the necessity of supplying all these factories with their full share of black oil.” It is included in customs exemptions according to investment laws and activating the export promotion law,” stressing that “the success of the cement industry in Iraq comes due to the role of the private sector and modern factories.”
