The Iraqi Customs Authority stated that there is no recourse to approving personal pledges for the entry of goods into the country, except with the required documents, specifying the first week of next month as the date for implementing the (ESYCUDA) version of the system in the ports of Umm Qasr.
The head of the authority, advisor to the Ministry of Finance, Hassan Hammoud Al-Ugaili, said in an interview with “Al-Sabah”: With the issuance of Council of Ministers Resolution No. 23672 on November 26 of last year, there is absolutely no going back to the work of approving a personal pledge document for agents of importing companies and merchants instead of submitting a certificate. The origin and certified invoice for clearing goods, whether government or private sector.
He added that there are some importing entities, who, in attempts to circumvent the decision, provide useless justifications in an effort to postpone implementation of the decision, while they should have benefited from the grace period that has passed for many years, pointing out the necessity of working within the legal context to complete the customs transaction and abandon all methods. And methods for bringing goods into countries that conflict with applicable laws.
Al-Ugaili confirmed that the decision came into effect in all ports and outlets as of the first of December of last year, indicating that the ports of Umm Qasr will implement the automation system (ASYCUDA) during the first week of next month, after the success of implementing its version at air cargo customs in Baghdad International Airport and Dry Port.
He continued that the system, whose agreement was signed in December 2021 with the United Nations Conference on Trade and Development (UNCTAD), and which has been approved in 108 countries, will contribute to the development of the authority’s departments, achieve financial sustainability for the general budget and combat corruption, in addition to modernizing administrative techniques in customs departments, with accounting and collection. Customs duties and other taxes at a rate of 100 percent, as well as accounting for unknown expenses related to customs operations, and by Iraqis after being trained by international experts, in order to contribute to enhancing performance improvement programs for human resources.
