20 days and the Sudanese in the White House.. The framework forgot to take pledges from the Prime Minister

Baghdad/ Tamim Al-Hassan
For the first time, a prime minister from the “Hashd team” will visit Washington, after the latter refused to meet with Adel Abdul Mahdi, the former prime minister. The US administration has set the middle of next April for Mohammed Al-Sudani to meet with US President Joe Biden, a date that has been postponed since last year.
Government circles are talking that the visit will discuss the withdrawal of American forces, while the White House statement did not mention that detail.
It is expected that the United States' announcement of a meeting with the Prime Minister will increase the crisis within the coordination framework, which seeks to curb the rise of Sudanese.
Al-Sudani’s office said that the latter will go to Washington “at the invitation of US President Joseph Biden, to hold a summit meeting, on Monday, April 15, 2024.”
The office explained in a statement that the meeting will include discussing the “post-international coalition” phase, and “the transition to a comprehensive partnership between Iraq and the United States of America.”
He also indicated that Al-Sudani and Biden will consult on “the most important regional issues and efforts to consolidate stability in the region.”
According to Hussein Allawi, the Sudanese advisor, the meeting will be based on “determining a timetable for the withdrawal of international coalition forces.”
The White House announced last Friday that US President Joe Biden will receive Iraqi Prime Minister, Muhammad Shiaa al-Sudani, on April 15.
White House press secretary Karen Gunn said in a statement, “The leaders will reaffirm their commitment to the Strategic Framework Agreement,” without mentioning the issue of withdrawing US forces.
She continued, “The two presidents will discuss the ongoing Iraqi financial reforms to promote economic development and progress towards Iraq’s energy independence and modernization.”
Last February, Muhammad Al-Sudani received a second invitation from US Secretary of State Anthony Blinken to visit Washington.
The first official invitation was during the United Nations meetings in New York, last September, before the second invitation in Munich (Germany).
It was expected in New York that the two leaders would meet, an appointment that was “painstakingly” arranged, according to a political source close to American circles who spoke to (Al-Mada) at the time.
But the issue of bombing American bases complicated the meeting, and the issue of “dollar smuggling” to Iran disrupted a meeting that was expected in early 2023.
According to Western reports, the upcoming meeting may include “reducing coalition forces” without affecting the number of American forces in Iraq.
The United States deploys about 2,500 soldiers in Iraq as part of the international coalition established in 2014 to combat ISIS.
These reports indicated that reducing the size of the international coalition depends on “Baghdad protecting the American bases in Iraq.”
It is also expected, according to these reports, that President Biden will ask Sudanese “to release the Israeli kidnapped in Iraq, Elizabeth Tsurkov,” in addition to “the dollar file and the economic pressure exerted by Washington on Baghdad to reduce its economic cooperation with Tehran.”
After assuming power at the end of 2022, Al-Sudani was described as the boldest prime minister who spoke about Baghdad’s relationship with the United States.
In early 2023, the Wall Street Journal reported in an interview published by the Prime Minister that he defended the presence of American forces in his country and did not set a timetable for their withdrawal.
According to a leader in Al-Attar who spoke to Al-Mada, the Shiite forces “had entrusted the prime minister with the file of negotiations with the United States in exchange for stopping the bombing of American bases.”
The Sudanese and the factions adhered to the truce decision until the Gaza war crisis last year, when the agreement collapsed, and Baghdad began negotiations to determine the status of the coalition forces.
According to the leader, who requested that his name not be published, “Al-Sudani previously rejected 3 invitations that were addressed to him to visit Washington.”
Regarding the reason for the rejection, he said, “Al-Sudani was not completely reassured about the intentions of the United States,” despite the leader’s assertion that the Prime Minister “is interested in partnership with Washington, but without a policy of interlocutors.”
The second term
It is expected, according to what is being circulated in political circles, that the Sudanese’s upcoming visit to Washington will increase the latter’s chances for a second term.
The White House announcement of the meeting with Muhammad al-Sudani is considered the first meeting of the American president with a prime minister close to the PMF factions.
Former US President Donald Trump had refused to meet Adel Abdul Mahdi, the former Prime Minister, who was also close to the factions.
The features of objection to Al-Sudani assuming the government for another term appeared through the statements of Nouri Al-Maliki, the leader of the state of law.
Al-Maliki said a few days ago in a television interview: “Building a bridge or a hospital is not enough for a person to deserve a second term,” in what appeared to be a reference to the Sudanese who launched a campaign to build bridges in Baghdad.
According to his statement, Al-Maliki supports the multi-district law, which appears to be directed against Sudanese ambition.
He added in the interview: “Winning the position of prime minister does not depend on the number of seats he wins in the next parliament, even if it reaches 60 seats, but rather on consensus between political forces.”
In the 2014 elections, Al-Maliki received 700,000 votes, while the position went to his companion in the Dawa Party, Haider Al-Abadi.
Al-Abadi, the former prime minister, said in an interview broadcast recently that when parties in the “framework” chose Sudanese as prime minister, “they forgot to impose on him not to nominate himself for prime minister without obtaining their approval.”
The leader of the Al-Hikma Movement, Ammar Al-Hakim, also said a few days ago that parties fearing the rise of Al-Sudani led them to propose amending the electoral law with the district system to prevent his victory in the upcoming elections.
Ahmed Al-Assadi, Minister of Labor, announced that he “will join a Sudanese-led coalition in the upcoming elections,” while the latter’s advisor, Fadi Al-Shammari, denied the Prime Minister’s intention to form an independent coalition.
