    Experts in the field of finance and business called for supporting the private sector and rehabilitating government factories and laboratories through investment to benefit from them in accommodating large numbers of graduates and job seekers, and to reduce the burden on the government by providing job degrees in the public sector.
    Finance Committee member Jamal Cougar reported that there were no new appointments in the general budget schedules, stressing the need for “10 years of non-appointment to adjust the balance of expenditures.” Cougar added, in an interview with “Al-Sabah” followed by “Al-Iqtisad News,” that “the job grade tables have not witnessed any change,” indicating that “there is a government policy to reduce operational expenses and reduce government laxity, since Iraq has a high rate of employees according to international standards.”
    He stated that “international standards confirm the need for a security man and a public service employee for every thousand citizens, while 25% of the Iraqi people receive salaries from the government,” noting that “Iraq is equal to Canada in the number of people, yet the number of its employees is equivalent to a quarter of Iraq’s employees.” ".
    Administrative expert Muhammad Saeed Naji believes that there are solutions to the problem of appointments if the private sector is activated and guarantees are provided to its workers.
    Naji said, “The problem of government appointments can be addressed by supporting the private sector and granting its workers immediate and future benefits, such as guaranteeing retirement entitlement in exchange for retirement deductions,” calling for preserving the retirement rights of workers in the private sector, and imposing the appointment of a number of Iraqis in offices, laboratories, factories, and foreign private sector companies. .
    He added that one of the solutions is "rehabilitating self-financing government factories and laboratories, allowing the transfer of employee services from the government sector to the self-financing and private sectors, and not allowing the opposite, limiting expatriate workers, establishing factories and factories in poor countries and others that suit their needs, and sending Iraqi cadres to work in them."
