The Federal Integrity Commission revealed a waste of public money amounting to five billion dinars in a contract to build residential units for the benefit of the General Company for the Implementation of Transport Projects, affiliated with the Ministry of Transport.
The Media and Government Communication Office of the Authority stated in a statement that “the Samawah Investigation Office team revealed, after investigation and auditing, the existence of a waste of public money in the project to build 34 houses for the concrete beams factory in Samawah, with a value of (4,995,866,750) four billion dinars,” indicating that “the General Company for the Implementation of Transport Projects referred the project to build the houses three times to different companies; as a result of poor implementation; which indicates a lack of accuracy in selection, and a contract annex was organized to complete the remaining work for an amount of (168,067,000) one hundred and sixty-eight million dinars.”
The office indicated, according to the statement, “there is no economic feasibility in establishing the houses, as the houses have not been exploited until now, which has led to their exposure to extinction at a rate of (10% - 30%) according to the technical report of the consulting expert,” noting that “the letter of the General Company for the Implementation of Transport and Communications Projects, which indicated the impossibility of occupying those houses by members or benefiting from them in any other way (investment or rental); due to the lack of a cadre from the company,” noting “the issuance of a decision by the competent investigating judge, which includes contacting the Ministry of Transport to record the statements of the legal representative of the ministry and conduct the administrative investigation.”
The office added, “The team, which moved to the Samawah Municipality Directorate, was able to detect violations in granting a property as a musataha contract for a period of (25) years to investors. For the purpose of establishing a fuel filling station with an amount of (1,106,985,000) billion dinars, and an annual rental allowance amounting to (11,000,000) eleven million dinars,” explaining that “Al-Musattah built the station in violation of the law as approvals were not obtained.” Fundamentalism by the Oil Products Distribution Company in Al-Muthanna, in addition to the fact that the location of the station’s construction is located in front of the Samawah government station. “This affects the sales of the government station,” pointing to “setting the priorities for the two cases, based on the provisions of Article (15/First) of the Federal Integrity Commission Law No. (30 of 2011), as amended.”
