    Prime Minister Mohammed Shia Al-Sudani directed the Ministry of Electricity to quickly address the problems and network outages to ensure the distribution of electricity, and while stressing the need for security, governmental and service readiness for the Ashura anniversary, the Council of Ministers decided to exempt and rotate (7) general managers in various ministries and formations, while approving the proposed law to protect the volunteer paramedic and rescuer.
    The Prime Minister's media office stated in a statement: Prime Minister Mohammed Shia Al-Sudani chaired the twenty-eighth regular session of the Council of Ministers, in which the general conditions of the country were discussed, and economic and development files were followed up, including those related to the implementation of the government program, and the items on the agenda were discussed and the necessary decisions were taken regarding them.
    At the beginning of the session, the Prime Minister pointed out, according to the statement, the need to intensify the service efforts provided by all service departments in direct contact with citizens, especially with the intensification of the summer season, and the need for the Ministry of Electricity to continue taking the necessary measures and procedures to ensure the distribution of electrical energy, and the rapid treatment of problems and network outages, with efficiency and keenness to meet citizens' appeals.
    The statement added: The Prime Minister also touched on the approaching tenth of Muharram, and the anniversary of the martyrdom of Imam Hussein bin Ali bin Abi Talib and his chosen companions (peace be upon them), and the launch of the rituals of commemorating this immortal occasion in the conscience of Iraqis and all Muslims, and what it requires in terms of security, governmental and service readiness from all service, health, municipal and sectoral institutions and formations, and the need to prepare and provide all organizational and material assistance, in order to reflect a bright image that carries the heritage and values ​​of the family of the Prophet, and the meanings of the tolerant Muhammadan message.
    The Council continued, according to the statement, to consider the topics included on the agenda, as it reviewed the financial data tables for the state account until April 2024, based on the provisions of the Federal Financial Management Law (6 of 2019) as amended.
    In the field of administrative reform, evaluating the work of state institutions, and following up on the achievement rates of targets according to the government program, the Council of Ministers approved the recommendations of the Supreme Committee formed pursuant to Council Resolution (24364 of 2024), regarding resolving the issue of weights for projects and activities, and the determinants approved in the standard guide of the Ministry of Planning, which clarifies the relative importance of ministries and their strategy, according to the following:
    1- Including the Ministry of Planning’s report on the projects included in the investment budget tables, which includes (the technical axis, the financial axis, the contractual axis), as indicated in the government program.
    2- Adopting the initial matrix related to calculating the amount of achievement, taking into consideration conducting the necessary reviews to prepare the final mechanism that accommodates any amendments based on the executive procedures in the government program, in line with the principles of the curriculum that stipulated: (Ensuring adherence to the provisions of the ministerial curriculum and its government program, they must be subject to an annual review or whenever developments require, to correct the paths when deviations occur in them, or expand them if opportunities for success arise to move forward, and this requires formulating an accurate program to follow up and evaluate the curriculum), provided that this mechanism is adopted in the fourth semi-annual report.
    3- Preparing an updated standard guide for projects and activities, derived from solid international models, and it is adapted according to the nature of Iraqi institutions by a specialized team that includes membership of each of: the Ministry of Planning / the Government Program Team, the General Secretariat of the Council of Ministers, provided that the entities subject to evaluation are trained on this guide, and systems and software are adopted for the purpose of collecting data and extracting electronic results, in order to achieve accuracy and fairness in measurement.
    The statement pointed out that within the framework of the Council of Ministers' follow-up of energy projects, the session witnessed the approval of the recommendation of the Ministerial Council for Energy (24046 T) for the year 2024, which includes increasing the cost of the BOC-1540 (EPCM) contract concluded with KBR Company, regarding the production and development of the Majnoon field, Basra Oil Company.
    He explained that within the Council's follow-up of the industrial sector and the pharmaceutical industry, the session witnessed the approval of amending the Council of Ministers' decision (24371 for the year 2024), to include the exemption of national factories that have projects to transfer technology and knowledge within Iraq, in partnership with solid companies to manufacture important medicines such as cancer medicines, blood diseases medicines, immunological medicines and hormones, from the provisions of paragraph (1) of the Council of Ministers' decision (23151 for the year 2023) related to the classification of pharmaceutical factories and the controls for referring the Ministry of Health's contracts to them, provided that the Ministry of Health prepares a list of the included medicines.
    He explained that in continuation of the government's approach to continuing the process of evaluating officials and general managers, according to the standards of efficiency, performance and good implementation of tasks, the Council of Ministers approved the recommendation submitted by the Evaluation Committee, which was presented by the Director of the Prime Minister's Office, which recommended the exemption and rotation of (7) general managers in various ministries and formations.
    According to the statement, the Council approved the recommendation of the Ministerial Council for Economy (24195 Q), which included approval to pay only (1) million dollars once in the window of the Special Fund for Least Developed Members (SFW), which was established by the Asian Infrastructure Investment Bank, provided that the amount is allocated in the estimates of the budget of the Iraqi Fund for External Development for the year 2025.
    In terms of the Council of Ministers' follow-up of stalled projects, infrastructure projects, and the rest of the service projects under implementation, the Council approved the following:
    1- Amending the name of the component (Completion of the Cultural Center Building / Anbar University) to (Demolition and reconstruction of the Cultural Center Building in Anbar), within the project of complementary works for the university, and increasing the reserve amount and the total cost.
    2- Increasing the amount of supervision and monitoring for the component of projects to establish headquarters for the Political Prisoners Foundation in the governorates of Basra, Maysan, Babil, Najaf, Diwaniyah, Kirkuk, Diyala, and Tal Afar District.
    3- Increase the reserve amount for the contracting company (complementary works for the project (construction of the Basra Traffic Directorate headquarters building), included in the components of the project (construction of the Basra Traffic Directorate headquarters building), and reduce the total cost of the project.
    4- Increase the total cost of the project (construction of a 200-bed hospital in Al-Rumaitha district/Al-Muthanna Governorate (infrastructure), and change its name to include reviewing the designs, quantity schedules, technical specifications, conducting soil tests, and implementing the project.
    5- Increase the reserve amount and total cost for the contracting company (firefighting and rescue vehicles for high-rise buildings, Brento ladder type, not less than (52-54) m, Mercedes chassis/number 5), and increase the total cost of the project (enhancing the capabilities of the Ministry of Interior units).
    6- Increase the total costs of the projects of Diwaniyah Governorate, remaining from 2016, as indicated in the relevant letter of the Ministry of Planning.
    In order to contribute to consolidating the foundations of civil and social peace; The Council of Ministers decided to approve the proposal (Law to Protect the Volunteer Paramedic and Rescuer), provided that the proposal is sent To the State Council for its due diligence and taking into account the comments of the Legal Department in the General Secretariat of the Council of Ministers.[/size]
