The Federal Integrity Commission announced the arrest of four suspects in the Real Estate Registration Directorate in Salah al-Din, following manipulation of land allocation records.
The Commission stated in a statement that “a team composed of the Commission’s investigation office in Salah al-Din Governorate took the initiative to conduct investigations and inquiries into information contained in a complaint indicating that there had been tampering with the records of allocating residential land plots to the families of martyrs.”
He explained that “the team, after completing the investigation and inquiry operations, verifying the accuracy of the information and obtaining the judicial order, was able to arrest four employees in the Real Estate Registration Directorate in Salah al-Din Governorate; for deliberately committing what is contrary to their job duties with the intention of harming the interests of a number of individuals and benefiting others at their expense, by tampering with the minutes of allocating residential land plots to the families of martyrs,” indicating that “the operation also resulted in seizing the original 15 real estate files from the files of the families of martyrs.”
The statement added, "The details indicate that the accused, in collaboration with employees in the Tikrit Municipality, lawyers and brokers, purchased receipts for residential plots of land allocated to the families of martyrs, which led to their rights not being received, despite their names appearing in the allocation report."
He pointed out that “the process of purchasing receipts took place several years before the issuance of the minutes of allocating residential plots of land in 2023,” noting that “data was opened, real estate files were created, and the martyrs’ families signed and gave their initial and final fingerprints on the open (blank) statement that does not contain any information, except for the plot number and the fingerprint of the martyr’s family.”
He continued, “This operation was carried out without the knowledge of the martyrs’ families, as their fingerprints were previously on the statement,” noting that “external statements signed in the years (2014 and 2019) were taken, while the allocation report was issued in 2023, meaning that the plots of land were purchased before the allocation report,” noting
The statement referred to “the original report, and its presentation, along with the accused and the seized exhibits, before the investigating judge, who decided to detain them in accordance with the provisions of Article 331 of the Penal Code.”
