The Directorate of Civil Status, Passports and Residence of the Ministry of Interior announced today, Monday, the intention to open national card stations similar to passports in embassy representations outside Iraq in the middle of next month to register the Iraqi community without their presence in the country. While indicating the imminent opening of the electronic passport factory in Baghdad, it explained the details of the "Your Card at Home" service.
The Director General of Civil Status, Passports and Residence, Major General Nashat Ibrahim Al-Khafaji, said in an interview with the official agency, followed by /Mawazine News/: "The decision to open national card issuance offices outside Iraq comes in implementation of the government program and the directives of the Commander-in-Chief of the Armed Forces, Muhammad Shia Al-Sudani, which require attention to citizens' services wherever they are, and with field supervision and daily follow-up by the Minister of Interior, Abdul Amir Al-Shammari, who laid the actual foundation for the launch of the wheel of the Directorate of Civil Status, Passports and Residence and all its joints and the completion of all citizens' transactions without delay, whether at the level of the national card, passports, residence, housing or nationality, in addition to improving the work environment and providing the elements of modern work in a manner befitting the level of the Iraqi citizen."
Al-Khafaji added, "What was previously accomplished was completed by launching again with the aim of improving the work environment and services provided. The Directorate paid great attention to the issue of services, as the officers, employees and members of the Directorate of Civil Status, Passports and Residence played a major role in the success of the national card project." He pointed out that "what is being accomplished is increasing daily in addition to other projects related to services and supporting agencies in the Ministry of Interior and the general directorates, as well as the companies implementing the project, as the German company achieved a distinguished accomplishment that had an effective impact in establishing the civil information system database."
He continued, "Our work joints were distributed by granting the national card as a first step inside Iraq with 328 work sites from north to south and from east to west, where the Minister of Interior previously announced in a press conference the second phase of the national card project on March 31 of this year about future projects that were achieved experimentally, including printing the colored national card through the national card production plant," noting that "this plant produces and prints the national card in Baghdad, where it saved effort and time by not going to contracts and procedures directly through the Police Martyrs Fund, which provides the service through the company by participating with the German company and the card production plant, and through a second step during the coming months of this year by opening the electronic passport factory in Baghdad next month."
He stressed that "the national card stations will be opened, similar to passports, in the embassies' representations outside Iraq, in coordination with the Ministry of Foreign Affairs, and gradually in the middle of next month, as it will witness a major transformation and a major launch to serve the Iraqi community outside Iraq by installing national card stations and not resorting to the routine issues that they were suffering from, as there will be an integrated station at the mission headquarters to grant the national card, in addition to the existing stations for granting passports," indicating that "for the first time in the history of the Ministry of Interior, this service is provided to Iraqis outside Iraq, as the granting of the national card will start next month without traveling to the country."
He pointed out that "we have many activities, including the "Card at Your Home" service, where this service will be fast and have legal procedures through the mobile station that we will announce and how this station will move to the citizen's home for the purpose of issuing the national card. This is a great achievement. We would not have reached this level without the support of the Ministry of Interior and the support of the Commander-in-Chief of the Armed Forces for this generous directorate in all its joints. The role is not limited to the national card, but rather extends to all the directorates working in it. The first support for us was direct supervision of the development of the infrastructure in Baghdad and the governorates, and the other support is developing the work of the national card system in coordination with the Ministry of Foreign Affairs, as we have more than 20 missions and up to 25, according to the requirements of the Ministry of Foreign Affairs, according to the size of the community present on the territory of the country in which the mission is located."
He continued, "The third support is field supervision of the opening of the national card factory, a precedent even in the countries of the region, which will be a document production factory inside the country, in addition to activating the national card offices and central registration sites as well, as we will start gradually at the beginning of next month, and the site according to its mission is that any citizen, regardless of his place of registration, goes to the central registration site, for example, his registration in Dohuk and he is in Baghdad and cannot reach the site, he can register on this site, and this is part of simplifying the procedures and reducing the routine on citizens."
He explained, "We will open in the middle of next month the undermining of the powers that facilitated our work in administrative, technical and legal work and removing obstacles for those who have the authority and those who have work in all our departments in Iraq," pointing to "many and continuous meetings in the directorates in the governorates and the directors of the specialized directorate away from office work with field coexistence work with the citizen and standing on their problems and solving them directly and supporting the directorate with administrative, financial and technical aspects through full coverage with human elements and human resources, as we will cover all the joints of our directorate without shortage."
He added: "We also have the development of the electronic passport system inside and outside Iraq. Today, we have the passport system operating in 17 countries with the electronic passport system. Only three countries remain. During the next week, we will send our delegates to complete our procedures for the electronic passport inside Iraq, as all stations have been covered except for 5 stations currently included in the rehabilitation. During the next month or the following, they will be fully activated and all our stations in Iraq operate with the electronic passport."
He pointed out that "there is direct supervision over granting electronic entry visas, and this is also a precedent in the region, as we used the method of granting electronic visas in a modern technical manner and departed from the old method of obtaining entry visas during the Arbaeen pilgrimage, as the ministry has achieved a lot in this regard, especially at the level of border crossings. The Civil Status Directorate, through the presence of its members and its strengthening, was informed of the success of the Arbaeen pilgrimage of Imam Hussein (peace be upon him) and the granting of entry visas to 3,600,000 foreign visitors to Iraq."
He pointed out that "the Ministry of Interior supports all the joints operating in this directorate, including the electronic gates that were installed as a first step in Baghdad and Basra international airports, and they will also be installed in Najaf, Kirkuk, Erbil and Sulaymaniyah airports," noting "the direct supervision of the implementation of the initiatives launched by the Prime Minister, including Iraq is my identity in the Ministry of Labor and Social Affairs, Study in Iraq and Leadership, and these were under the direction of the Prime Minister and under the direct supervision of the Minister of Interior, and the implementation will be by the Directorate of Civil Status, National Card and Residence to facilitate this task."
He continued: "We have a promising project in automating nationality affairs and nationality affairs files that extend back to 1927, in addition to supporting the Information Office Directorate and a complete conversion from paper work to electronic work. During this year, as the official spokesman stated, 4,000,000 were registered, but this increase of 41% in reality is marriage, divorce, damaged and lost replacements. The percentage of the national card model increases, but the number of actual registrants is 4,152,177. During this year alone, until Thursday, 6,038,621 were registered and 554,894 cards were granted."
He added: "Iraq today does not deal with the civil status document and the Iraqi nationality certificate, as it has stopped completely as of 5/1/2024, so there was a demand for the departments and the momentum began to decrease as all departments were covered, perhaps here and there or in a governorate, there could be momentum, but this momentum in the Civil Status, Passports and Residence Directorate is controlled directly and the card that is presented today in Baghdad and the governorates is received the next day due to the authorized person and the receipt is made during the same week."
