    [size=45]Yesterday, Monday, the Federal Integrity Commission revealed the names of the real estate registry departments that are the most abuse of bribery in Baghdad and the provinces. In a statement received by Al-Mada, the Integrity Commission stated that it “demands the speedy implementation of the real estate card project and the automation of the real estate registration files,” stressing “the importance of urging the Diwaniya Order No. 22 of 2020 in order to accomplish the sub-committee for the automation of real estate behavior and support it financially and morally.”[/size]
    [size=45]During the analysis of the questionnaire for measuring the perceptions of bribery in the departments of the General Real Estate Registration Directorate in Baghdad and the governorates, the commission recommended that a copy of it be sent to the General Secretariat of the Council of Ministers and the Minister of Justice, to approach the latter; To investigate the reasons for the stopping of the real estate mechanization project, despite the preparation of a study about it in 2011 by a foreign company specialized in this field, and to determine the fate of the devices installed in the Real Estate Registration Directorate and the reasons for the stoppage, after conducting technical tests on the system that showed its readiness to work According to the statement, which stressed “the necessity to refer defaulters in accordance with the due process of law to the Integrity Commission.”[/size]
    [size=45]The department indicated that “the commission’s central team, its supporting teams and the teams formed in directorates and investigation offices in Baghdad and the governorates, over a period of three months, surveyed the views of 11,000 auditors in 44 departments in Baghdad and 14 governorates, through more than (120) field visits to departments Real estate registration in it. She emphasized the importance of unifying the detection committees in one committee, whose members include the (real estate registration, Baghdad Municipality and municipalities) departments. To save time and effort, and to spare the auditor from exposure to cases of blackmail or corruption, in addition to unifying the documented records of real estate transactions in all real estate registration departments, after noticing that the work is carried out with two types of real estate management records, which are permanent records; This leads to confusion in the work and opens a door for manipulation through the transfer procedure by canceling and forgery.[/size]
    [size=45]The results of a questionnaire measuring perceptions of bribery in Baghdad and the governorates showed an increase in the rates of (paying or taking bribes), as the general rate of bribery being paid in Baghdad districts was (31.77%), and the Real Estate Registration Department in Al Bayaa recorded the highest rate of bribery paying (44.2%). It was followed by Al-Rusafa Al-Thani - Al-Bataween (41.6%), Al-Karkh 1 - Al-Mansour (41.4%), and Al-Karkh Al-Thani - Al-Amiriyah (40.1%), while the Real Estate Registration Department in Al-Madaen recorded the lowest percentage in Baghdad (10.6%). In the governorates, the Real Estate Registration Department in Mosul - Left Coast recorded the highest percentage in measuring bribery, as (51.9%) of the surveyed reviewers confirmed the existence of bribery in the department, followed by the real estate registration departments in Maysan and Diwaniyah, and the percentage in them was (51.9%). 50.6% and 48.7%), respectively, while the Real Estate Registration Department in Muthanna - Rumaitha scored the lowest percentage (0.6%), and Muthanna - Hatra (1,2).[/size]
    [size=45]The questionnaire indicated that “(18.33%) of those polled in Baghdad confirmed that the employee delayed or obstructed their transactions, and the highest percentage was in the First Rusafa Department - Al-Khilani (38.4%), then the General Real Estate Registration Directorate by (31.94%). ), As for the lowest percentage, it was recorded in the first Kazemah district, and it was (8.1%).[/size]
    [size=45]And it indicated, “The highest percentage of those who indicated that the employee delayed or obstructed his transactions in the governorates was in Diwaniyah and reached (70.7%), Mosul - Left Coast (55.7%), then Maysan (46%), while the Registration Department recorded Real estate in Diyala - Al-Khalis is the lowest percentage among all governorates, reaching (4%), followed by Karbala - Al-Awal (5.6%), and each of Karbala - Husseiniya and Mosul - the right coast by (5.9%).[/size]
