    Baghdad Provincial Council has begun implementing the experiment of privatizing the file of government and private generators in the districts of Mansour and Al-Mamoun as a first stage, followed by all areas of the capital as part of a campaign to eliminate administrative and financial corruption.

    The head of the Oil and Gas Committee in the Council, Safaa Al-Mashhadani, said that the file of government and private generators is included among the committee’s work priorities, because many suspicions of corruption and favoritism have marred its work, according to the official Al-Sabah newspaper.



    He added that the committee is working to eliminate the problems of this file by privatizing generators in all areas of Baghdad successively, i.e. removing all current generators and agreeing with major companies that are working to install large generators to take over the entire file.

    Al-Mashhadani explained that the number of registered generators in Baghdad is (25) thousand generators, and their distribution differs in each district according to the nature of the area, whether commercial or residential, and the living conditions of its residents. For example, Al-Mamoun district includes (2400) generators and Al-Mansour district (1400), and there are districts and districts on the outskirts of Baghdad with the number of generators ranging from (700) to (900).

    He pointed out that the Baghdad local government has tried hard in all its sessions to control this file by preventing collusion of administrative unit officials with generator contractors in determining the price of the ampere and adhering to the council's instructions in this area, in addition to allowing citizens' complaints to take their course, but most of the procedures were in vain.

    Al-Mashhadani explained that the disparity in the provision of national electrical energy from one region to another is one of the reasons that opens the door to corruption and non-compliance with local government instructions.

    He stated that the committee, as part of a campaign to eliminate administrative corruption and favoritism in this file, approached the relevant authorities in order to obtain the necessary approvals for privatization, as approval was granted to implement it in the Mansour district followed by Al-Mamoun, as they were focused on due to the large number of generators.

    He added that the committee requested the Ministry of Electricity, until the experiment is generalized, to provide it with the programmed outage times in order to determine the operating time of the generators, especially in the areas on the outskirts of Baghdad, where the outage hours increase to (16) or (18) hours per day, as well as replacing old transformers, as it has replaced 60 transformers so far, in addition to carrying out a campaign to replace old distribution networks, while the Ministry of Oil was contacted in order to reduce the price of fuel supplied to generators and not to cut quotas to ensure that generator owners do not claim that they do not have sufficient quotas and are forced to buy it commercially.

    Al-Mashhadani pointed out that these measures will eliminate a large percentage of administrative and financial corruption and favoritism, noting at the same time that many contractors were fined with amounts ranging between (10) and (15) million dinars, as well as the imprisonment of (183) violating contractors. However, these measures are temporary due to the release of many of them on bail or the removal of the generator and then its return after a period without referring to the competent authorities and obtaining approvals from them. Therefore, the generator file, although it is a service for the benefit of the citizen, has become monopolistic and greatly burdens the people, which necessitates the complete privatization of generators so that they can be controlled by specialized companies.
