During the NATO defense ministerial meeting held in Brussels, NATO Secretary General Mark Rutte confirmed that the alliance will continue its mission in Iraq even after the end of the international coalition mission against ISIS, noting that the decline and retreat of ISIS threats in Iraq paved the way for the transitional phase of the alliance in Iraq from a military mission to a bilateral security partnership, while the NATO mission in Iraq represents a pillar of its presence in the region as a whole.
A report by the K24 news website indicated that the NATO defense ministers meeting came to discuss a package of various pressing issues, including the war in Ukraine, the Gaza war that has been going on for a year, and the general situation in the Middle East, and included a discussion of the mission of the international coalition against ISIS in the region.
It is noteworthy that in 2025 there will be a transitional phase for the presence of members of the international coalition against ISIS in Iraq from a multilateral security partnership to bilateral relations, but they will not leave Iraq.
On Thursday, the German parliament voted to extend its military presence in Iraq for another fifteen months to continue the mission of its advisers to train Iraqi security forces and provide assistance to prevent the resurgence of ISIS threats.
Mark Rutte, the new NATO Secretary General, took office in October, succeeding Jens Stoltenberg, after serving as Prime Minister of the Netherlands from 2010 to 2024.
Speaking at a meeting of the defense ministers of the international coalition against ISIS in Brussels, Rutte stressed that NATO will continue its work in Iraq even after the end of the international coalition’s mission in the country.
“NATO is firmly committed to combating terrorism in all its forms and manifestations, and I welcome the idea that the decline and decline of the ISIS threat in Iraq has paved the way for an agreed transition from the coalition’s military mission in Iraq to bilateral security partnerships,” Rutte
said. “But we must not take our eyes off this organization. The ongoing terrorist attacks by ISIS followers in Syria and Iraq, as well as across the Sahel, East Africa and Europe, confirm that the threat of this organization’s terrorism remains.”

The Secretary General of the Alliance continued by saying, “Thanks to close coordination with the United States and all our allies, NATO Mission Iraq will continue its mission after the end of the international coalition mission against ISIS in Iraq, as a non-combat advisory mission to strengthen the capabilities of Iraqi security institutions.”
Therefore, the Secretary General of the Alliance confirmed what American officials have stated on repeated occasions and what the foreign ministers of the member states of the international coalition against ISIS have indicated, that the end of the coalition phase does not mean the end of the military mission in Iraq, but rather the end of the mission is the starting point for a new transitional phase of the security relationship based on bilateral relations and understandings with Baghdad.
The Finnish government announced last week that it will end its mission within the international coalition forces against ISIS in Iraq by the end of this year after spending ten years of the military mission in the coalition in the field of training, advice and assistance, stressing that it will continue to support the security sector in Iraq through its mission in the NATO mission in Iraq and the European Union Civilian Assistance Mission.
On September 6, 2024, Washington and Baghdad reached an agreement and understanding regarding a plan for the withdrawal of US-led coalition forces in Iraq. According to sources, the plan stipulates the withdrawal of hundreds of coalition forces by next September 2025, with the remaining forces withdrawing by the end of 2026.
