The issue of the executions signed by the Iraqi President, Abdul Latif Rashid, has been met with concern among human rights circles, which have called for caution in signing the sentences over the past months, and for political movements to be allowed to amend the general amnesty law, in the hope of including new categories and giving the green light to retry some trials.
Activists and human rights organizations said that the Iraqi authorities have executed about 100 people in various prisons in the country over the past six weeks, on various charges, amid demands for the campaign to stop, as experts believe that there is a fear that the procedures related to implementing the death sentences came as a result of political pressure, or in anticipation of the enactment of the general amnesty law.
The Presidency of the Republic responded to these calls, saying that it “will not hesitate to carry out its duties in ratifying death sentences against terrorists whose hands are stained with the blood of innocent Iraqis after the sentence has completed all legal procedures, including appeal, retrial, and presentation to the Special Pardon Committee. The President of the Republic, as the guardian of the constitution, is keen to complete the legal procedures against the convicts and is responsible for protecting the blood of innocent Iraqis and exacting retribution from their killers.”
Presidency: We only executed drug dealers .
As for the advisor to the Presidency of the Republic, Abdullah Al-Zaidi, he said in a television interview that “those who promote the accusations, if they took the trouble to do so, would discover that the Presidency of the Republic is ratifying during this period the death sentences issued against those convicted in drug cases exclusively, because this phenomenon has begun to threaten the youth, the societal entity as a whole, and the moral reputation of the country.”
He added, "There are cases of acquittal of some defendants, in addition to cases that have completed their sentences, and despite that, many of them remain for additional periods due to some procedures. However, through the appeals that we receive, the presidency was able to move and coordinate with the relevant authorities to release them, and we were able to release more than 14,000 prisoners during the term of Mr. Abdul Latif Rashid."
In turn, human rights activist, Wissam Al-Abdullah, said that "opening the way for political forces to amend the general amnesty law will strengthen Iraq's position in the field of human rights, considering that many of these rulings were issued in ambiguous circumstances." He pointed out to (Al-Mada) that "delaying the ratification of these rulings will represent a message of social reassurance, especially since the judiciary is cooperative in this area and open to all solutions." He
explained that "there is no compromise regarding the blood of innocents, as those involved in the killing must receive their just punishment, but amending the general amnesty law can expand the inclusion of others in its provisions, and this is something important."
Calls for caution
: In turn, the Legal Committee in the Iraqi Council of Representatives called for caution in signing death sentences, in light of successive human rights reports on the matter, as MP Abdul Karim Abtan confirmed that “many appeals have arrived from the families of detainees sentenced to death, calling for not implementing the death sentences and for retrials to begin, considering that many of them were not involved in committing any terrorist crimes,” calling for “examining the possibility of helping these families, by amending the general amnesty law.”
Amnesty International confirms that about eight thousand Iraqi prisoners have been sentenced to death, and called on the Iraqi authorities to immediately halt executions that are carried out after grossly unfair trials and after confessions were extracted from defendants under duress and torture.
Human Rights Watch described the resumption of mass executions in Iraq as a horrific development, and stressed that “the Iraqi government should immediately announce a moratorium on the implementation of the death penalty,” noting that “the massive injustice in carrying out death sentences is exacerbated by documented judicial flaws that deny defendants fair trials.”
Human rights figures indicate that about eight thousand Iraqi prisoners have been sentenced to death, many of which were issued after confessions were extracted from defendants under duress, according to international reports.
