    Well they attempted to start it, Basra reported a zero sum gain because the Kurds refused it and the goods that used to go through Basra now are imported through Kurdistan.  Without the electronic ability to transfer funds to the treasury this tariff system seems doomed to fail. It seems like they're putting the cart before the horse.

    I believe the electronic mechanism ie software is part of the IMF global engagement/linkage . I try to imagine how costly it would be and how corrupt it would turn out to rely on the physical movement of actual cash? If that system was fully functioning now there would be no liquidity issues in country as we commonly read about. So IMO without this system in place it's rowing against the current even with their good intentions .
