Published »Sabah» the text of the First Amendment to the law of accountability and justice to be passed by the House of Representatives during the next term.

The following is the text of the law:

Based on what passed the House of Representatives and approved by the President of the Republic and based on the provisions of paragraph (First) of Article (61) and item (iii) of Article (73) of the Constitution, issued the following law:

Law
The law of the first amendment to the law of the Supreme National Commission for Accountability and Justice (10) for the year 2008
Article 1 - adjusted items (VIII and IX) of Article (1) of the Act as follows
Article - 1 -
VIII of the security services (repressive): It is the public security organs, intelligence and private security and protections for national security and military and security personnel in the military intelligence system and the Fedayeen Saddam.
IX - agents of the former regime are persons belonging to the Baath Party or affiliated to the repressive organs or collaborators or beneficiaries of the plunder the riches of the country who use them regime in any way that takes into account the provisions of Article (10) of this law.
Article 2 - Amend Article (6) of the Act as follows:
First - modifies the item (ii) of Article (6) as follows:
A - prevents both a member of the task degree and above filtration elections to the House of Representatives and the Federation Council and the local provincial districts, counties and their corresponding locations in the provinces.
B - prevents occupancy of special grades functions (general manager or equivalent and above and directors of administrative units) each of the member degree or above in the ranks of the Baath and enriched at the expense of public money under a judicial decision is issued against him.
Second: - Amend item (iv) of Article (6) as follows: -
Prevents the Fedayeen Saddam from any pension rights for their work on the device in question and excludes that who taken Aonspoa for the work mentioned in the device of all ministries and all state institutions.
Third: - Amend the item (viii) of Article (6) as follows: -
B: - taking into account the provisions of subsection (II / b) of Article (6) of this Act shall Prime Minister based on the requirements of the public interest and the proposal of the competent minister the appointment of a member of the task degree or below the rank of director general.
Fourth: - Amend the item (IX) of Article (6) as follows: - Subject to the provisions of items (I-II and IV) of Article (6) of the Act re all did not include the law of service and retirement who does not have a service pension (15 ) fifteen years or older to work in government departments except the three governing bodies and the Supreme Judicial Council and the security ministries and security agencies and the Ministries of Foreign Affairs and Finance, and the Council of Ministers introduction of the grades necessary for this purpose and the formation of a ministerial committee to follow up the matter.
Article 3 - Amend Article (7) of the Act provides as follows: -
First: - all covered by reference to retire under Article (6) of the Act to provide formal requests to their constituencies for the assignment to retire during the period of 90 days for those who had been inside Iraq, and 120 days for those who were outside Iraq, and he may submit a request through embassies Iraqi or consulates abroad.
Second: - all covered by the return to the job under the provisions of this Act to provide formal requests to their constituencies for re into service during the ninety (90) days for those who had been inside Iraq, and 120 days for those who were outside Iraq, and he may submit a request by Iraqi embassies and consulates abroad .
Article 4 - Amend Article (12) of the Act provides as follows: -
First: - The Prime Minister and his deputies gathered exception to right are covered by the provisions of this law.
Second: - The Prime Minister and his deputies gathered granting pension rights are not covered in this law if they have actual service circles the state without counting their service in the dissolved Baath Party based on the provisions of the applicable laws retirement.
Article 5 - Amend Article (24) of the Act provides as follows: -
The Commission shall archive بالمشمولين procedures of Article (6) of the Act and grades partisan and their functional and date of issuance of these measures in a period not exceeding the end of the month of December of the year 2013 and are referred Archive to the cabinet for his uncles on the ministries and departments not associated with the Ministry and independent bodies and civil society organizations for adoption database and work thereunder.

Reasons
Based on the principle of national reconciliation and that there is a need to amend some articles of the Law of the Supreme National Commission for Accountability and Justice.
