    The
    investigative Committee revealed in the arms deal with Russia for a
    financial Commission as [800] million for suspects in the deal, Iraqi
    and Russian sides.

    The Committee Member said haval koistani for

    2012 number of arms deals with States of Russia and the Czech Republic
    during a visit by Prime Minister Nuri al-Maliki.

    And a House of
    representatives investigative parliamentary Committee chaired by the
    President of the Parliamentary Committee on integrity Bahaa Al-araji of
    the investigation into the arms deal with Russia, which hosted a number
    of government officials, including Defense Minister saadun Al-dulaimi
    Agency and Prime Minister's media adviser Ali al-Mosawi and Government
    spokesman Al-Dabbagh who was removed because of his connection to the
    case, for the purpose of investigation.


    The
    Government has decided to negotiate with Moscow on arms transaction
    cancelled following allegations of widespread corruption, and a new
    negotiating delegation sent, saying moving to buy weapons to protect the
    country's security and sovereignty.

    And the House discussed the 9
    of January current investigative parliamentary Committee report on arms
    deal with Russia, the conclusions and the results reached by the
    Committee, included nine points are:

    1. a contract for the
    initial site, signed by the Iraqi side by the Device Manager. [Without
    the report states the name of the indicated Device Manager].

    2-negotiate often with arms manufacturers under the Russian federal authority.

    3. financial transactions initiated through TBI [TBI] by opening the book.

    4.
     There is a difference of price between the first and second shows
    performances of contracts, which the delegation first negotiating
    reductions in the amount of 9%, in the second negotiating delegation
    received discounts of 30%, and this difference, between prices in the
    first and second phase in the negotiation process.

    5. There is a
    considerable exaggeration in the prices of some weapons in the initial
    offers, for example the price of weapon [sniper] in the display value
    [26] u.s. dollars, compared with the most expensive price of similar
    force not exceeding [6] thousands of dollars.

    6. the Committee,
    at its meeting on 20/11/2012 to investigate suspicions of corruption in
    the deal, and heard statements from Defense Agency [Saadoun al-dulaimi]
    and member of the House of representatives [Ezzat alshabandar] and the
    official spokesman of the Government [of the article] [to Iraq] and
    Adviser to the President of the Republic [Abdul Aziz Al-Badri], Director
    General of armament and general processing [Zia Abdul Jabbar Saeed] and
    Commander of the first corner [ghidan] and air defense commander Lt.
    General [Jabbar Obeid Kazem] ".

    "The Committee also heard
    testimony of major general and Deputy Commander-Aviator flying Army [the
    return of alien Abdul] and General in Secretariat General [mohanad
    Jawad Hassan] and general human rights Director of Legal Affairs at the
    Directorate General of armaments and equipment [rich Hussein Imran]
    Brigadier General in DG budget and programmes [Bakr Ahmed Nayef] and led
    the Army aviation engineering manager Brigadier Engineer [Mazen Mohsen
    Hassan] and Associate Director General of armament and equipment [Asaad
    Abboud star]".

    7. the amount of the contract exceeds the validity
    of Defense Agency [Saadoun al-dulaimi] the validity of contract not
    exceeding [100] million dollars, while the value of contracts in four
    billion dollar deal and [300] million dollars.

    8. as there are no customs to cover the obligations of contracts within the package in the budget of the Ministry of defence.

    9. despite sending questions to Prime Minister Nuri al-Maliki about the deal, but no answers to the Committee so far
