    BRUSSELS,
    Jan 31 (KUNA) -- The EU Foreign Ministers Council meeting here Thursday
    announced that it has amended regulation 1210/2003 concerning certain
    specific restrictions on economic and financial relations with Iraq.

    "This
    will permit the transfer of frozen funds to the successor arrangements
    to the Development Fund for Iraq put in place by the Government of Iraq
    under the conditions set out in UN Security Council resolutions 1483
    (2003) and 1956 (2010)," said the short statement without giving any
    details.

    The Council also extended the sanctions against persons
    responsible for the misappropriation of Tunisian state funds, including
    former Tunisian President Zine El Abidine Ben Ali, by 12 months, i.e.

    Joint Proposal for a Council Regulation amending Regulation (EC)
    No.1210/2003 concerning certain specific restrictions on economic and
    financial relations with Iraq



    The attached document seeks to amend Regulation (EC) No.1210/2003,
    so that any frozen funds, other financial assets or economic resources
    of Saddam Hussein and other senior officials of the former Iraqi regime
    may be transferred to the successor to the Development Fund for Iraq
    (DFI)    . UN Security Council Resolution (UNSCR) 1483 (2003) imposed
    certain restrictive measures in respect of Iraq, and made specific
    arrangements concerning payments for Iraqi petroleum exports,
    establishing the DFI - a UN mandated account, into which oil revenue
    accrued by the Iraq government could be placed.
    The 2003 restrictive measures were implemented in the EU by Common
    Position 2003/495/CFSP, and within the framework of Community competence
    by Regulation 1210/2003, both of 7 July 2003. Regulation 1210/2003
    allows for frozen funds and economic resources to be transferred to the
    DFI, in line with UNSCR 1483.
    UNSCR 1956 (2010) stated that the DFI should be wound up no later than
    30 June 2011, and that all proceeds should be transferred to its
    successor account. With IMF advice, a successor mechanism has since been
    established by the Government of Iraq. This draft Council Regulation
    would implement UNSCR 1956 (2010) in EU law, and thus ensure that the
    relevant resources of the former Iraqi regime can be transferred from
    the DFI to this successor mechanism
