    The Parliamentary Legal Committee revealed a parliamentary approach to stabilize the percentage of 12% of the budget in the budget, or reduce it in the case of data that are returned in terms of population ratios, indicating that there is no return yet to 17%.
    A member of the Legal Committee, Kamel al-Zaidi, in statements to him: "The budget did not reach the official parliament, but the draft reached and informed by most of the deputies, especially the Legal Committee, supported the proportion of 12%."
    He added that "and through the views of the Finance Committee, there is support to establish the proportion of the Territory 12% legally or reduce it if the ratios and data of the population to less."
     
    He pointed out that "everyone is unanimous that there is no return of 17% to Kurdistan," stressing that the proportion of 17% was political consensus that it was one year when it was developed, but the wits of negotiations between the blocks kept this proportion throughout the last period.
