    BAGHDAD - The legal expert Tariq Harb said on Sunday that Security Council resolution 2390, issued yesterday by the withdrawal of Iraq from Chapter VII, ended dozens of resolutions, starting with resolution 661 issued on the eve of Kuwait's invasion of Kuwait in 1990, Of Chapter VII authorizes Iraq to recover its frozen funds in foreign banks.

Thus, the oil-for-food program decided by the UN Security Council and the payment of compensation for the invasion of Kuwait under resolution 687 of 1991 and resolution 986 of 1995 and before resolution 661 Of the year 1990, which prohibited the importation of any goods from Iraq and resolution (665) imposed a maritime blockade and resolution (687) of 1991, which established the Compensation Fund for those affected by the invasion of Kuwait.
    The legal expert added that "the matter changed after the overthrow of the former regime in 2003 and passed resolutions in favor of Iraq and increased the export of oil and increased compensation and issued resolutions to lift part of the resolution (1958) for 2010 and 2017 (2013) and ended the issue of missing Kuwaitis and archives and payment of airlines Kuwaiti and stopped the issuance of the American decree issued annually from 2003 to 2014 and the protection of Iraqi funds, "noting that" it was necessary to end the seventh quarter in 2014, but the decline in oil prices resulted in non-payment of the last amount of Kuwait, which is four billion dollars, Basra and Kuwaiti investments instead of this amount and so ended Chapter VII legally and will result in the recovery of Iraq's frozen funds in foreign banks and in the Development Fund for Iraq and Iraq will be able to manage his money without guardianship and has to import what he wants.
    The Foreign Ministry has confirmed, on Saturday, Iraq out of Chapter VII under the Security Council resolution, while noting that he remained in the sixth item, which also has some requirements on Iraq to abide by and subject to them in order to get out of it.

    The economic expert assured the Secretary that the departure of Iraq from Chapter VII of the Charter of the United Nations, will contribute to strengthening its international status and develop its economy without international control or approval.

    The Secretary said in a press statement, "The lifting of the United Nations trusteeship on Iraq's oil exports and control, will strengthen Iraq's international status as it has become safe internationally and there is no challenge to companies wishing to invest inside the country."


    "Iraq can now be imported and exported according to production to the end of control over its oil exports, which provides an opportunity to improve growth and develop the economy for the better."


    The economic expert said: "The Iraqi-Kuwaiti agreement that the compensation resulting from Iraq, bilateral between the two countries without reference to the United Nations, led to the issuance of the Security Council resolution to remove Iraq from Chapter VII as a result of waiver of Kuwait's right to the United Nations" .
